Job description

Bering-Alaka`ina Holdings, LLC is looking for a Programmer 2 - Range Network to support our government customer located in Kekaha, Hawai'i.

The Programmer is responsible for the development, enhancement, effective deployment and support of applications in the Management Information System (MIS) and other connected systems at PMRF. This position will interface with key stakeholders and conduct development activities in accordance with the software development lifecycle and defined change control and compliance procedures. This position will research system problems, coordinate vendor support, perform upgrades and integration of applications, provide support for the expansion capabilities, conduct report development using tools and applications, support for issues related to applications and supporting products, review requirements and functional designs, develop and implement complex solutions using internal and external application tools (ex. workflows, escalations, database configuration).

Candidates must also understand the software development life cycle and have excellent problem-solving skills. The ability to learn quickly, interpret multi-sourced information, and communicate effectively are key elements to this position. Furthermore, candidate must be able to work both individually and as a team to consistently meet program deadlines.  

DESCRIPTION OF RESPONSIBILITIES:

  • Write, modify, and test codes and scripts to support software and applications to ensure proper functionality in the MIS environment.
  • Support installed applications in MIS, such as Maximo, by testing, debugging, diagnosing to identify issues & bugs and implement corrective measures.
  • Develop complex SQL queries to respond to internal and external data requests and data integration requirements.
  • Support database products such as Oracle, Microsoft SQL server, and other database products within the PMRF systems
  • Prepare and publish user, operator and program documentation.
  • Assist the IT and Cyber Security department to ensure the system is complaint with DoD cyber security requirements and standards.
  • Provides user training, as required.
  • Provides technical expertise at management meetings, planning and scheduling meetings as required.
  • Prepares and submits status reports and technical reports and briefs, as required, to senior management and customers, in a timely manner.
  • Work with users to migrate and/or import data.
  • Create and update existing workflows as business requirements change.
  • Performs other duties as required.

Office conditions are varied and includes physical tasks including lifting, pushing or pulling between 10 and 25 pounds. Physical positions will include but not be limited to walking, sitting or standing for extended periods of time, crawling, kneeling, stooping or cramped working places and work requiring repeated or frequent climbing. Environment will include customer contact, extended workdays, an office laboratory environment with field assignments, sometimes in inclement weather.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:

  • Bachelor's Degree in Computer Science or in a related technical field. (High School or equivalent with eight (8) years of programming or Maximo experience may be substituted for a Bachelor's Degree.)
  • Oracle Certified Professional preferred, Microsoft Certified: Azure Database Administrator Associate or equivalent
  • DoD 8570 IAT II Certificate

REQUIRED SKILLS AND EXPERIENCE:

  • Three (3) years relevant experience
  • Desired programming language experience: PL/SQL, Python, SQL.
  • Programming language experience: .NET, C#, HTML, JavaScript, jQuery, PowerShell, VB.
  • Experience with IBM Maximo Application Suite (MAS).
  • Experience as a database developer, administrator and web server components.
  • Experience with Red Hat OpenShift platform.
  • Experience with operating systems, networking, and firewall concepts.
  • Experience with security (SSL, data encryption, system user accounts, directory servers).
  • Experience with web protocols including HTTP, SMTP and LDAP.
  • Experience working on multiple project and multi-tasking.
  • Strong presentation skills, excellent problem-solving and decision-making abilities, and strong leadership qualities are essential for this role.

REQUIRED CITIZENSHIP AND CLEARANCE:

  • Must be a U.S. Citizen
  • Top Secret security clearance is required. (Applicants selected either must currently possess a Secret clearance or will be subject to a government security investigation and must meet eligibility requirements to obtain clearance prior to commencement of employment and maintain a security clearance for access to classified information or Closed/Restricted Areas throughout duration of employment.)

COMPENSATION DETAILS:

  • $130,000-$135,000
  • The compensation range or hourly rate provided is a good faith estimate at the time of posting. Final compensation will be determined based on qualifications, experience, skills, internal equity, market conditions, and applicable laws.
