What is a CMC Program Manager?

CMC Program Managers are professionals responsible for overseeing the Chemistry, Manufacturing, and Controls (CMC) aspects of pharmaceutical or biotechnology product development. They coordinate cross-functional teams to ensure that drug development activities related to product formulation, manufacturing, quality, and regulatory submissions are completed on time and within budget. Their role is crucial in advancing products through clinical development to commercialization while ensuring compliance with global regulatory requirements.

Job description

Madrigal is a biopharmaceutical company focused on delivering novel therapeutics for metabolic dysfunction-associated steatohepatitis (MASH), a serious liver disease that can progress to cirrhosis, liver failure, need for liver transplantation and premature mortality. Every member of our Madrigal team is connected by our shared purpose: leading the fight against MASH.
Madrigal's medication, Rezdiffra (resmetirom), is a once-daily, oral, liver-directed THR-β agonist designed to target key underlying causes of MASH. Rezdiffra is the first and only medication approved by both the FDA and European Commission for the treatment of MASH with moderate to advanced fibrosis (F2 to F3). An ongoing Phase 3 outcomes trial is evaluating Rezdiffra for the treatment of compensated MASH cirrhosis (F4c).
Our success is driven by our people. We are building a dynamic, inclusive, and high-performing culture that values scientific excellence, operational rigor, and collaboration. To support our continued growth, we are strengthening our workforce strategy to ensure we have the right talent, at the right time, in the right way.
This role will serve as a strategic finance partner to Madrigal's Technical Operations (Tech Ops) organization, including CMC, Supply Chain, and Quality Assurance, providing financial leadership, operational support, and data-driven insights to guide decision-making across the Tech Ops organization.
The FP&A Senior Manager will oversee key financial processes such as budgeting, forecasting, month-end close, and executive-level reporting for the Tech Ops organization. The role requires strong financial acumen, excellent presentation skills, and the confidence to lead meetings and drive alignment with CMC, Supply Chain, and Quality leadership.
This position provides meaningful visibility to senior leadership and offers an opportunity to help shape and scale the finance infrastructure supporting Madrigal's manufacturing and supply operations.
Key Responsibilities
Business Partnering & Strategic Support
  • Serve as the financial partner to Tech Ops functional leaders, supporting CMC, Global Integrated Planning, Global Supply Chain Strategy, Global MSAT, Global Manufacturing, Supply Chain Operations, and Quality Assurance, providing strategic insights, guidance on resource allocation, and business decision support.
  • Collaborate with cross-functional Tech Ops teams to align financial plans with manufacturing timelines, technical operations priorities, and broader organizational and commercial supply strategies.
  • Represent FP&A in the Sales & Operations Planning (S&OP) process, ensuring supply and manufacturing plans are financially aligned and reflected in the operating expense and cash forecasts.

Forecasting & Budgeting
  • Manage the cash and operating expense forecast process for Tech Ops, including the annual budget, quarterly Latest Best Estimate (LBE), and Mid-/Long-Range Plan cycles.
  • Partner closely with Tech Ops department leads to ensure department-level assumptions roll up accurately and consistently, with no redundancies or gaps in the Tech Ops operating expense forecast.
  • Proactively identify financial risks, opportunities, and trends across API supply, drug product manufacture, and consulting spend, communicating implications and proposed actions to leadership.
  • Partner with CMC and Supply Chain leadership to build and integrate financial plans for new pipeline assets entering technical development into the standard Tech Ops forecast and budget structure.

Expense Management & Month-End Close
  • Manage the month-end close process for assigned Tech Ops departments, ensuring out-of-pocket (OOP) expense accruals are accurate and complete.
  • Review and approve purchase order requests in Coupa to ensure the SOW is within budget, department and commodity coding is correct, and the contract follows internal financial and technical accounting policies.
  • Partner with Accounting on inventory accounting matters, including standard costing and capitalization of commercial API and drug product.

Financial Reporting
  • Develop and distribute monthly and quarterly dashboards and executive-level reporting, including variance analyses, department and program-level breakdowns, and consulting/vendor detail, covering Tech Ops operating expenses, headcount, and key performance metrics.
  • Provide quarterly variance and bridging reports to be used in LBE (Latest Best Estimate) discussions with the Executive Leadership Team.
  • Streamline reporting processes for both U.S. and global Tech Ops stakeholders.

Ad-Hoc Analysis & Strategic Projects
  • Support financial modeling and analytics for Tech Ops strategic initiatives, CMC program investments, capacity/network planning, and manufacturing or supply chain business cases.
  • Drive continuous improvement of financial processes, tools, and systems to enhance efficiency and scalability across Tech Ops finance.

Required & Desired Qualifications
  • Bachelor's degree in Finance, Accounting, or related field; MBA or CPA a plus
  • 7+ years of relevant finance and/or accounting experience.
  • Minimum 5 years FP&A experience preferred
  • Strong understanding of U.S. GAAP Accounting and global financial operations.
  • Pharmaceutical or biopharmaceutical industry experience required or experience in a similar regulated industry; experience supporting CMC, Manufacturing, Supply Chain, or Technical Operations finance a plus
  • Advanced proficiency in Excel and experience with financial systems such as Coupa, Concur, and ERP platforms (SAP, NetSuite, etc.); experience with consolidation/forecast systems (Datarails, Hyperion, OneStream, etc.) is a plus.
  • Excellent communication and presentation skills, with the ability to influence stakeholders at all levels.
  • Highly organized with strong analytical, problem-solving, and prioritization skills.
  • Ability to work independently and collaborate effectively across global and cross-functional teams.
  • Minimum of 3 days per week in Madrigal's Conshohocken, PA office.
