Overview:
Overview
The Proposal Manager is responsible for leading the end-to-end proposal development process, ensuring the delivery of high-quality, compliant, and competitive responses to Requests for Proposals (RFPs), Requests for Information (RFIs), and other business opportunities. This role supports Employer Solutions, Occupational Health, Onsite Health Services, Employee Assistance Programs (EAP), and Medicaid-related vendor management initiatives. The ideal candidate will possess strong project management skills, healthcare industry experience, and the ability to work independently in a fast-paced environment.
Key Responsibilities
  • Lead end-to-end proposal management from opportunity identification through final submission.
  • Analyze RFPs, RFIs, and other procurement documents to ensure compliance with customer requirements.
  • Develop and maintain proposal timelines, project plans, and submission schedules.
  • Coordinate cross-functional teams, including operations, clinical, business development, legal, compliance, and executive leadership.
  • Facilitate communication with senior leadership and executive stakeholders throughout the proposal lifecycle.
  • Manage proposal documentation, content libraries, and version control processes.
  • Identify potential risks, issues, and compliance concerns and escalate appropriately.
  • Oversee proposal production, formatting, quality assurance, and submission activities.
  • Lead proposal meetings and track action items to ensure adherence to deadlines.
  • Maintain and enhance proposal content libraries to improve efficiency and response quality.

Education
  • Bachelor's degree in Business Administration, Healthcare Administration, Communications, Marketing, Project Management, or a related field. (Required)

Certification/Licensure
    • APMP (Association of Proposal Management Professionals) Certification preferred.
    • Project Management certification (PMP, CAPM, or equivalent) preferred.

Experience
    • Minimum of 5 years of proposal management experience. (Required)
    • Minimum of 3 years of supervisory or leadership experience. (Required)
    • Demonstrated experience managing complex RFP responses and proposal development projects. (Required)
    • Strong project management, organizational, and stakeholder management skills. (Required)
    • Experience facilitating cross-functional collaboration and executive-level communications. (Required)
    • Ability to work independently with minimal supervision and manage multiple priorities simultaneously. (Required)

We provide market-competitive compensation packages, inclusive of base pay, incentives, and benefits. The base pay rate for Full Time employment is:79,497.60-132,496.00. Additional compensation may be available for this role such as shift differentials, standby/on-call, overtime, premiums, extra shift incentives, or bonus opportunities.

The base pay range for full-time employment is 106,350.40 - 154,856.00 annually.Additional compensation may be available for this role, such as shift differentials, standby/on-call pay, overtime, shift premiums, extra-shift incentives, or bonus opportunities. Compensation within the range may vary based on qualifications, experience, location, market conditions, and business needs. Note: If an annual salary is posted, it is based on a full-time colleague working 2,080 hours annually.
