Job description

The Clinical Activation Specialist is the communications link between the Facilities Design & Construction Division and the Client (i.e. Hospital/ Health System Departments), the contractors, suppliers, vendors, design professionals and the State of CT Department of Health. The Clinical Activation Specialist also acts as the primary contact with the YNHH Space Committee and the Bed Implementation Committee for capital projects. Responsibilities include coordination of clinical logistics (systems), phasing, soft cost budgets, and other project components not directly under the purview of Project Managers. This position requires strong leadership skills, but the successful applicant will also have a strong sensitivity to team dynamics and be able to fit into a number of roles throughout the Hospital/Health System. The Clinical Activation Specialist is entrusted with a great quantity of sensitive information that must be documented and also distributed carefully in order to move projects forward. The position also requires the manager to be a resource for many departments needing help with move planning and logistics, budgeting, and scheduling. Effective time management and task prioritization skills are a major requirement. Lines of Authority/Responsibility: The Clinical Activation Specialist reports to the Associate Director of Facilities Design and Construction. Except for administrative and support personnel, no professional or technical personnel report directly to the Clinical Activation Specialist.

Responsibilities
- Be fully aware of the Hospital's/Health System?s vendor contract(s) for the planning, design and construction of the project(s), and of the Client's objectives. Satisfying the client's goals is a key responsibility.
- Working with Project Managers, analyze the project scope, the client's project specific objectives. Organize the work on the project and set forth the procedures to be employed in accomplishing the project.
- Review pertinent incoming project information and distribute it to the internal team and to outside consultants and contractors.
- Obtain the services of outside consultants and vendors as required and budgeted.
- Work with Project Managers to develop and monitor the project design and construction schedule to meet Client and Hospital's/Health System's time objectives.
- Work with Project Managers to notify the Client of changes in project scope, and prepare/revise project budget.
- Work with Project Managers to keep the Client, Departmental Director and the Hospital/Health System Finance department informed on the financial status of the project.
- Work with Project Managers to develop the construction budget and schedule. As required, work with Project Managers and Consultants to identify long lead items and proposed form of construction contract.
- Attend all key planning and design meetings, attend construction meetings on an as-needed basis.
- Construction documents phase:
- Review pre-bid estimates with Project Managers.
- Review contract documents for conformance with current practices, standards, and requirements
- Perform independent review with Project Managers of all contract drawings and specifications for completeness, correctness and coordination. Ensure that corrections and clarifications are made if required
- Construction phase:
- Schedule and attend job meetings as requested or required by Project Managers and Clients.
- Review requests for modifications of the contract drawings and specifications with Project Managers, whether initiated by Client or Contractors.
- Consult with Project Architect and Department Manager on all modifications and design changes.
- Request Project Architect to prepare change drawings, as required.
- Review change estimates with Project Managers.
- Work with appropriate personnel to prepare punch list.
- Review warranties, guarantees, and other specification closeout requirements.
- Return to meet with Client in approximately one year following occupancy for project evaluation
- Limits of authority:
- May not change the scope of work or deviate from any other part of the contractual agreement without prior approval from Client and Department Director in writing. Within the project team, has the responsibility to assign work, to establish schedules, to instruct team members and critique their efforts. Does not have hire and fire authority, buy may recommend such actions.
- Relationship to others:
- A Project Manager must maintain a satisfactory Client relationship. The Project Manager must be able to relate to clients in a mature, thoughtful, professional and pleasant manner. The development of technical skills or subordinates is also a part of the position, and this requires empathy, patience, understanding and a genuine interest in others. Promotes interdepartmental communications and cooperation. Understands and embraces our Standards of Professional Behavior.
- Schematic Design and Design Development Phase
- Provide all necessary Clinical design and logistical support to design and project management teams to aid in the development of project program, design, budgets, and schedule.
- Space Committee Liaison
- Clinical Design Manager works with the YNHH Space Committee to identify needs for programs and works with users, Facilities Planning & Design department, and Administration on the planning and space requirements for needs identified.
Qualifications
EDUCATION
- Bachelors Degree in nursing, respiratory, or other related clinical area. Additional education in management desirable. Bachelor of Arts Degree in interior design, environmental design or interior architecture a plus.
EXPERIENCE
- Minimum three (3) of experience in comparable setting. This position requires diplomatic skill to develop an understanding and cooperation between divergent interest groups while meeting the needs and corporate goals established by the Hospital/Health System and the departments we serve.
LICENSURE
- Must be able to obtain a CHC Certification from ASHE within two years.
SPECIAL SKILLS
- Must have the ability to review and prepare facilities plans and drawings, including planning, space activities and asset management with Auto CAD viewers and Facilities Management software. Candidate must also have working knowledge of Microsoft Excel, Word and Outlook. Some knowledge of building and accessibility codes are helpful. Association in ASID, IIDA or IFMA is desirable.
PHYSICAL DEMAND
- Moderate physical effort; intermittent standing, walking and reaching is required without assistance. Close computer work with intense concentration more than half of the day. Ability to discern color, ability to hear conversations and telephone communications clearly. The physical working environment will be a well-lit and ventilated office space with room for a drafting table and a work area. This space is adjacent to or near resource library with plotters, scanners and printers. Part-time working environment will require visits to construction and renovation sites. Applicant must be able to negotiate sites under construction including stairs and ladders unassisted.
