This role will lead technical assistance work for NC HIEA as we work with participants and their electronic health record (EHR) vendors on implementing, improving, and maintaining data integrations. Supports and monitors technical infrastructure for NC HIEA and SAS environments. Manages change orders, bug fixes and updates for the NC HealthConnex Clinical Portal. Develops and supports data queries to assist with data analysis, verifying data extracts, data transformation, load job streams, and developing business analysis reports. Supports various analytic and outbound data services with a specific focus on developing Queries utilizing SQL, SAS, and InterSystems HealthShare tools to perform exploratory data analysis (EDA) and reports as needed.

The ideal candidate will have:

  • Strong written and verbal communication skills, including the ability to interact and communicate effectively with non-technical stakeholders
  • Experience with SQL, SAS, and InterSystems HealthShare
  • The ability to lead technical analyses across complex electronic health record (EHR) integrations
  • Subject matter expert (SME) level of knowledge working with clinical data, EHRs, HL7 v2, and C-CDA messages
  • Mature knowledge of health information exchange data standards and formats, including knowledge of EHRsโ€™ data architecture
  • Experience with analyzing and documenting clinical processes and requirement specifications for health data exchange
  • Understanding of general IT architecture principles, technical designs and specification documents
  • Knowledge of HIPAA and health care regulatory compliance as they relate to EHR systems and Health Information Exchange (HIE)
  • Experience developing training materials or end user reports with regard to clinical data and clinical systems workflows
  • Duties include but are not limited to:
  • Maintain and support technical infrastructure for NC HIEA and SAS platforms, ensuring high availability and performance.
  • Ensure stability and performance of data exchange systems and applications.
  • Manage and coordinate change orders, bug fixes, and enhancements for the NC HealthConnex Clinical Portal.
  • Develop and support complex data queries to assist with data validation, transformation, and reporting. Verify data extracts and monitor ETL (extract, transform, load) job streams. Generate business analysis reports based on internal and external data requirements.
  • Use SQL, SAS, and InterSystems HealthShare tools to perform data exploration and generate insights for various analytic and outbound services.
  • Lead technical analysis efforts, bringing detailed knowledge of EHR systems and data integration methodologies.
  • Work closely with cross-functional teams including data architects, developers, analysts, and clinical stakeholders to ensure data quality and system reliability.

Education:

  • Bachelorโ€™s degree in Computer Science, Information Technology, Health Informatics, or related field (or equivalent experience).
  • Minimum of 3 years of experience as a technical analyst, data engineer, or related role involving healthcare data and analytics.
