POSITION OVERVIEWย 

Quanta Government Solutions is seeking a Project Manager for dedicated support to a multi-project transmission infrastructure program in the Pacific Northwest, supporting the Bonneville Power Administration (BPA). The Project Managerย willย be responsibleย forย the successful planning, execution, and delivery of projects under this program.ย The role will lead all aspects of the project lifecycle, including permitting, engineering, procurement,ย construction,ย commissioning, and closeout.ย The Project Manager will ensure that adequate internal controls and review procedures are in place toย eliminateย conflicts, errors and omissions, critical path tracking, and to verify compliance with all technical requirements.ย ย 

The ideal candidate willย demonstrateย exceptional project management skills, a deep understanding of federal regulations and compliance, and a provenย track recordย of delivering complex projects on time and within budget. Strong problem-solving, leadership, and communication skills are essential, as well asย 7 years ofย demonstratedย project management experience, including at least 5 years on high-voltage transmission line and/or substation projects.ย ย 

What You'll Do
  • Project Ownership & Leadership: Own execution of assigned projects fromย inceptionย through completion. This includes assigning Integrated Project Teams (IPT), conducting required meetings, developing applicable reports,ย tracking budget, schedule, and scope, andย submittingย required documentation.ย 
  • Stakeholder Management:ย Coordinate with BPA representatives, internal teams, and executive leadership to ensure compliance with project requirements, budget, and schedule.ย ย 
  • Collaborate effectively with federal agencies, clients, internal teams, subcontractors, and partners to ensure alignment and project success.ย ย 
  • Budget and Resource Management: Develop and manage project budgets,ย allocateย resources efficiently, and ensure cost control across project lifecycles.ย 
  • Schedule & Scope Management: Create andย maintainย detailed project schedules, track milestones and deliverables, and ensure projects are delivered within scope, budget, and timeline.ย 
  • Program Management Alignment: Provide Program Management with full visibility into project details, reports, and significant developments. Seek Program Managementย concurrenceย on change orders and incorporate their advice and strategy guidance where necessary. Ensure Program Management is promptly informed of anyย major issuesย for escalation or client discussions.ย 
  • Client Partnership: Work directly with client project management staff and stakeholders to ensure requirements are met and relationshipsย remainย strong.ย 
  • Compliance and Risk Management: Ensure strict adherence to federal regulations, guidelines, and security standards, proactively identifying and mitigating risks.ย 
  • Team Leadership: Supervise and mentor project teams, fostering a culture of collaboration, accountability, and excellence.ย 
  • Reporting: Prepare and present comprehensive project status reports, ensuring transparency and effective communication with all stakeholders.ย 
What You'll Bring
  • Experience: At leastย 7ย years ofย project management experience, including at leastย 5ย yearsย on high-voltage transmission line and/or substation projects, with a proven ability to deliver complex initiatives successfully.ย 
  • Education:ย Bachelor's degree in Engineering,ย Construction Managementย or a related field.ย ย ย 
  • Certifications: PMP (Project Management Professional) certificationย required by date of hire;ย additionalย certifications such asย PgMP, ITIL, or Six Sigma are a plus.ย 
  • Regulatory Knowledge: In-depth knowledge of federal regulations, compliance standards, and procurement processes.ย 
  • Technical Skills:ย Proficiencyย in project management software (e.g., MS Project, Primavera,ย andย equivalent) and advanced knowledge of Microsoft Office Suite.ย 
  • Soft Skills: Exceptional leadership, communication, problem-solving, and decision-making abilities.ย 
  • Clearance: Ability to obtain andย maintainย a federal security clearance; background checkย required.ย 

Preferred Qualificationsย 

  • Experience with construction contracts forย BPA,ย DOE, DOD, or other federal agencies.ย 
  • Familiarity withย federalย methodologies and tools for project management, including EVMS.ย 
  • Demonstrated success in managing both small- and large-scale state or federal programs.ย
