Program Manager / Program Advisor โ€“ Decarbonization Program

Duration: ~3-year engagement

Location: Hybrid in Minneapolis

Pay: $70-$90/hour DOE


Role Overview

Our client is seeking a senior Program Manager / Program Advisor to provide dedicated oversight of the Decarbonization Program within Minnesota. This is an embedded role focused on ensuring program continuity, alignment, and forward momentum across a complex and evolving initiative. The Program Advisor will operate as a central coordination point across engineering, regulatory, and business stakeholders, working to maintain execution discipline and program visibility. This is not a team-based delivery model โ€” it is a high-impact, individual contributor role designed to bring stability, ownership, and adaptability over a multi-year horizon.


Business Objective & Impact

  • Provide consistent program-level ownership across the initiative
  • Improve alignment across cross-functional stakeholders (engineering, regulatory, operations)
  • Maintain visibility into program progress, risks, and dependencies
  • Support effective execution of evolving decarbonization initiatives
  • Enable long-term continuity and scalability of the program


Day-to-Day Responsibilities

Program Oversight & Execution

  • Maintain full visibility into program activities, timelines, and priorities
  • Identify risks, dependencies, and execution gaps
  • Ensure initiatives remain aligned with program objectives


Stakeholder Coordination

  • Partner directly with Edward and key program stakeholders
  • Facilitate alignment across engineering, regulatory, and business teams
  • Drive accountability across stakeholders without direct authority


Program Structure & Visibility

  • Establish and maintain a lightweight program structure to support execution
  • Improve visibility into program health, progress, and outcomes
  • Translate complex program activity into clear updates for leadership


Continuous Improvement

  • Identify opportunities to improve planning, tracking, and coordination
  • Adapt approach as program priorities and requirements evolve
  • Support long-term program maturity without over-engineering processes


Required Skills & Qualifications

  • 10+ years of experience in:
  • Program management, portfolio management, or project controls
  • Utility, energy, or infrastructure environments preferred
  • Proven ability to manage complex, cross-functional programs
  • Strong stakeholder management and alignment capabilities
  • Ability to operate effectively in ambiguous, evolving environments
  • Demonstrated experience driving execution without formal authority
  • Strong communication skills with ability to translate technical work into program-level insights


Nice-to-Have Skills

  • Experience supporting decarbonization or energy transition programs
  • Familiarity with:
  • Natural gas programs (RNG, Clean Heat, NGIA-related initiatives)
  • Utility regulatory or rate case environments
  • Greenhouse gas accounting exposure (GREET or similar frameworks)
  • Exposure to tools such as:
  • Primavera P6
  • SAP S/4 Hana
  • Power BI or similar reporting platforms


Team Environment
