Job description

This Opportunity

WSP is currently initiating a search for On Call Emergency Management Specialist, Safety to report out of our Tamuning, Guam office.   

Emergency management cadre positions are on-call and assignments are on an as-needed basis.  Cadre members are not eligible for benefits.  

Cadre members are asked for a 30 day commitment; availability to deploy with little to no advance notice (typically within 24-48 hours); and during deployments, ability to potentially work 8-12 hours/day; 7 days/week.  

Your Impact

  • Support Emergency Management team in servicing clients preparing for, responding to, and recovering from disasters nationwide and in US territories.
  • Deploy to Emergency Operations Center and/or Field Staging Area operations prior to, during, and post-disaster.
  • Responsible for ensuring that worksites are safe for workers and comply with applicable regulations.
  • Conduct audits to check for proper safety gear, signage, and compliance with safety procedures.

  • Daily activities will be to attend job briefings and observe work throughout the day and file daily safety reports as required and/or as part of the daily field reports.
  • Attend periodic training throughout the year to maintain deployment eligibility.
  • Support Emergency Management Project Management functions. 
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP's Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business needs.

Who You Are

Required Qualifications

  • HS Diploma
  • 7+ years' experience, including 1+ years in safety and/or 1+ years an Emergency Management role (Response, Recovery or related), or equivalent.
  • 3 years of cumulative safety experience, within the last 10 years, managing or implementing a SOH program on projects similar in industry type, size, and complexity as the project described in the contract scope of work. 
  • 24 hours of documented formal classroom or online SOH-related training within the past five years and must maintain competency by taking 8 hours every year for the duration of the contract.
  • Broad knowledge of Safety and Emergency Management principles, methods and techniques.
  • OSHA 30 Construction, General Industry or higher OSHA certification (DOL Wallet Card Required after 90 Days of Course Completion)
  • Intermediate computer experience with Microsoft office, Adobe and mobile applications
  • Travel Required - Must be able to deploy to disaster area, with little or no advance notice (typically within 24-48 hours) and potentially for long durations.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP's Code of Conduct and related policies and procedures.
  • Proven track record of upholding workplace safety and ability to abide by WSP's health, safety and drug/alcohol and harassment policies.
  • Must successfully complete and pass WSP's Motor Vehicle screening. 

Preferred Qualifications

  • Associate/Bachelor's Degree in Safety or Emergency Management (or related field).
  • Current First Aid, CPR/AED Certification with hands on component
  • Current Bloodborne Pathogens Certification
  • HAZWOPER 40 Hour Certification with hands on component
  • EM 385-1-1 training and Certification
  • Experience of USACE SSHO (Site Safety and Health Officer)
  • BCSP Certification such as CHST, GSP, ASP or equivalent.
  • FEMA Emergency Management Institute Independent Study Courses - (IS-100/102/200/700/800/815).
  • Management and Supply Logistical Operational Experience.
  • Previous safety experience working in a high tempo hazardous field environment 7 days a week.
  • Experience in a Field Staging Areas, State EOC (Emergency Operations Center) or related environment.
