Civil Cost Estimation Engineer Jobs (NOW HIRING)

As a Senior Infrastructure Cost Estimation Engineer, you will price and propose heavy civil work spanning roadway, underground utilities, drainage, and structural concrete for municipal, county, utility authority, state-funded, and private development owners.

• Do you quickly dissect plans, standard specifications, special provisions, and addenda to define scope and risk?
• Can you deliver precise takeoffs in Bluebeam and Excel for roadway, drainage, storm sewer, water and sanitary utilities (wet and dry), concrete flatwork, and structural concrete?
• Do you build rigorous estimates in HeavyBid using production history, crew performance data, cost trends, and owner-specific item structures?
• Are you adept at scoping and leveling subcontractor and supplier quotes across diverse public and private owners?
• Do you ensure compliance with DBE, HUB, EEO, and other participation programs while staying competitive?
• Can you assemble complete, compliant proposals with itemized bid tabs, proposal forms, and schedules of values?
• Do you collaborate confidently with Project Managers, Superintendents, and Division Leaders to validate constructability and schedule?
• Are you comfortable leading communications with vendors and subs, clarifying scope, and collecting compliance documentation?
• Do you keep impeccable estimating logs, proposal calendars, and digital file structures?
• Are you motivated to refine SOPs, templates, workflows, and internal training resources?
• Will you attend pre-bid meetings, site walks, and owner conferences to sharpen the win strategy?
• Can you mentor Estimators and Junior Estimators to elevate standards and accuracy?
• Are you ready to support budgets, negotiated work, and change order pricing as needed?

• Analyze and quantify civil scopes; produce accurate, competitive estimates.
• Perform detailed quantity takeoffs using Bluebeam and Excel.
• Develop estimates in HeavyBid informed by production and historical data.
• Scope and align subcontractor and supplier quotations.
• Meet public agency requirements including DBE, HUB, and EEO.
• Maintain up-to-date pricing libraries for labor, equipment, and materials.
• Prepare complete proposals and submission packages.
• Coordinate with operations leadership to validate assumptions and risks.
• Lead vendor and subcontractor communication and documentation.
• Maintain organized bid documentation and systems.
• Improve SOPs, templates, workflows, and training content.
• Engage in pre-bid and strategy sessions with owners and internal teams.
• Lead and mentor the estimating team.
• Support budgeting, negotiated work, and change orders.
• Handle other estimating department priorities as assigned.

• Bachelor’s degree in Construction Management, Civil Engineering, or related discipline preferred.
• 7+ years estimating heavy civil scopes: roadway, utilities, drainage, and structural concrete.
• Experience with public infrastructure for municipal, county, utility authority, or state-funded owners; TxDOT experience preferred but not required.
• Advanced proficiency in HeavyBid, Bluebeam, and Microsoft Excel.
• Expert knowledge of public bid structures and participation programs (DBE, HUB, EEO) and the dynamics of competitive bidding.
• Ability to analyze scope, complete takeoffs, assemble comprehensive proposals, and influence bid strategy.
• Strong communicator with teams, subs, suppliers, and public stakeholders.
• Highly organized, deadline-focused, and proactive about risk and process improvement.
• Leadership experience, including mentoring junior estimators.

Primarily office-based with extended computer use and standard office equipment. Occasional site visits may require standing, walking uneven terrain, climbing stairs, working outdoors in varying weather, and lifting or carrying up to 20 pounds.
