General Purpose of Position

Under general supervision of the Director of Administration & Economic Development, the City Planner will be expected to perform professional urban planning tasks including reviewing and analyzing technical information including, but not limited to plans, reports, and other data and also work on economic development related tasks to help business recruitment and retention. 


Major Duties and Responsibilities

  • Evaluates land use proposals and development permits for conformity to established plans and ordinances.
  • Assists the general public, builders, developers and other staff members by responding to planning, zoning and land use related questions.
  • Prepares reports on planning and development issues, including special use permits, rezoning petitions, site plans, subdivision plats, etc.
  • Provides support to the Building Commissioner, other Public Works staff, and the Director of Economic Development in their roles as staff liaison to various boards and commissions.
  • Assists and provides support and information to Board of Adjustment, Planning and Zoning Commission, Landmarks Commission, and other Boards or Commissions as assigned.
  • Assists the Director of Economic Development in review of the city's Comprehensive Plan and its continued implementation. Provide leadership in the development and implementation of short- and long-range plans and policies related to economic development activities.
  • Will assist the Director of Economic Development and an outside consultant with a zoning code review. 
  • Performs research, data collection, and analysis; prepares reports and studies; performs special projects as assigned; proposes changes in City code and regulations in coordination with the Building Commissioner.
  • Assists the Building Commissioner and City Clerk with review, evaluation, and coordination of development petitions put forth to the Planning & Zoning Commission and City Council.
  • Inspects sites of proposed developments as part of site plan review process.
  • Investigates and addresses zoning violations as directed.
  • Will gain exposure to long range planning activities as assigned by the Director of Economic Development.
  • Assists the Director of Economic Development with business attraction and retention. This position will assist in the creation and implementation of Business Retention and Expansion Program, promoting and marketing the city as a place to do business, and assist in implementing strategies to attract and recruit businesses to the city.
  • Develops and maintains a cooperative working relationship with existing businesses, develops and maintains contacts with landowners, developers, site consultants, realtors, entrepreneurs, private industry representatives, and economic development related organizations and agencies.
  • Assists the Director of Economic Development with social media, websites, and networking event promotions under the Choose Florissant brand as directed. 
  • Shall perform all other related duties as assigned and required

Requirements

Education and Experience

The Planner shall have a bachelor's degree from an accredited college with a major in Land-use Planning, Urban Planning, Public Policy, Community Development, Business Administration or a related field.  Experience working in municipal planning and economic development desirable.


Licenses and Certifications

Must possess and maintain a valid driver's license.
