Senior Engineer, Public Trust

Salary: $145,000.00 Annually

Harkcon is seeking a mission-focused professional to support CISA International in advancing international cybersecurity, critical infrastructure security, resilience, and emergency communications priorities.

The Senior Engineer provides technical and information-management support for CISA International's travel process, information repositories, webpages, dashboards, and evolving information-management solutions. The role works closely with mission and technology stakeholders to improve usability, data quality, and process efficiency.

Location: National Capital Region. Hybrid telework and work at DHS/CISA, 4200 Wilson Boulevard, Arlington, Virginia 22203.

Security and Suitability: Ability to obtain and maintain DHS Public Trust suitability required.

*** This position is contingent upon award of a contract to Harkcon***

Key Responsibilities
  • Support development and maintenance of information repositories, dashboards, public webpages, internal webpages, and platforms related to CISA international activities.
  • Work with CISA International and the Office of the Chief Information Officer to support the evolving information-management solution for the agency-wide international travel process.
  • Analyze user needs, information flows, data quality, records-management practices, and process constraints and recommend practical improvements.
  • Support refinement of electronic and physical file-management systems and records-retention processes.
  • Develop or support data visualizations, statistics, graphics, and reporting products for CISA leadership.
  • Provide technical, administrative, and customer-service support to users of the international travel portal or system.
  • Coordinate with External Affairs, the Office of the Chief Information Officer, and other stakeholders to promote policy and technical compatibility across engagement processes and tools.
Required Qualifications
  • Demonstrated experience in information systems, business systems, data management, workflow design, web or platform support, dashboard development, or a related technical field.
  • Ability to translate mission and user needs into practical technical or process solutions.
  • Experience working with data, records, reporting, content, workflows, or customer-support processes in a complex organization.
  • Strong analytical, communication, documentation, and stakeholder-management skills.
  • Ability to safeguard Privacy Act, Sensitive but Unclassified, and other sensitive information in accordance with DHS requirements.
Preferred Qualifications
  • Bachelor's degree in information systems, computer science, engineering, data analytics, business, or a related field.
  • Experience with Microsoft 365, SharePoint, Power BI, Power Platform, customer relationship management, content-management, or workflow-management tools.
  • Experience supporting federal travel, international affairs, cybersecurity, critical infrastructure, or DHS mission environments.
  • This is a full-time position, estimated at 1,912 hours per contract year, unless otherwise stated in the posting.
  • Work is generally performed Monday through Friday during core business hours. Support outside normal business hours, including weekends or holidays, may occasionally be required to support mission needs.
  • Domestic and international travel may be required. Government-directed reimbursable travel requires advance approval.
