The City of Dublin is seeking a Senior Civil Engineer to join its Capital Improvement Program (CIP) Division. Reporting directly to the Capital Improvement Program Manager, the Senior Civil Engineer performs advanced, journey-level engineering work in support of the City's Public Works Department. Primary responsibilities include general civil engineering, capital improvement project planning and budgeting, project delivery, design and construction management, and oversight of assigned engineering staff and public works inspection services. The City's current five-year Capital Improvement Program (CIP) includes approximately $78,154,654 in planned funding, providing the opportunity to lead and deliver a wide range of infrastructure projects that support the community's continued growth and long-term needs.
IDEAL CANDIDATE
The ideal candidate for the Senior Civil Engineer is knowledgeable, proactive, and solution-oriented professional who thrives in a dynamic municipal environment and demonstrates strong technical expertise in managing the design and construction of CIP projects, such as streets, facilities, storm drainage, parks, and open spaces.
The ideal candidate has substantial experience in managing capital improvement projects from conceptual planning and design through construction and close-out. They are highly organized, able to manage multiple priorities simultaneously, and can deliver excellent customer service to internal staff, partner agencies, and the Dublin community. They have experience with all aspects of the public contracting process and the California Public Contract Code, including preparing Requests for Qualifications (RFQs), Requests for Proposals (RFPs), and bid documents, administering consultant and construction contracts, evaluating bids and proposals, contract administration, and overseeing projects through construction and close-out. They may have experience in alternative project delivery methods such as Design-Build, Progressive Design Build, and Multi-prime but not required.
The ideal candidate possesses strong project management skills, including managing project scope, quality, budget, life-cycle, environmental impacts, and schedule throughout the delivery of CIP projects. They have experience in administering project environmental review and resource agency permitting, examining engineering drawings and designs, including permit requirements, specifications, and cost estimating, and reviewing calculations to support engineering designs in accordance with applicable codes.
The ideal candidate has the ability to evaluate emerging and innovative technologies and their long-term impacts on future infrastructure and facilities owned and operated by the City of Dublin. They have experience in presenting complex technical information, analyses, and recommendations clearly to management, commissions, City Council, project stakeholders, and other decision-makers.
In addition to the job essential duties listed below, the successful candidate will also be expected to:
  • Assists with and/or prepare the Five-Year Capital Improvement Program and operating budgets.
  • Reviews and/or approves engineering plans, specifications, and related engineering documents.
  • Prepares Staff Reports for the City Commissions or City Council and making presentations as needed.
  • Oversees the incorporation and compliance with outside agency requirements for CIP projects.
  • Reviews construction sites for compliance with plans, specifications, and related project requirements.
  • Represents the City on various Public Works and engineering issues.

General Purpose:
The Senior Civil Engineer serves under the general direction of the Public Works Director and/or City Engineer. The position is responsible for providing professional journey level engineering assistance to the City. Particular emphasis may be in the areas of general engineering, transportation planning, traffic engineering, subdivision and private development plan checking, assessment district engineering, permit issuance, capital project planning, design and construction management, and public works inspection services.
Essential Duties and Responsibilities

  • Coordinates and manages responsible engineering and construction work in conjunction with capital improvement projects.
  • Reviews engineering plans, specifications, subdivision maps and related engineering documents.
  • Oversees the plan review and inspection activities of Capital Improvement Program (CIP) projects.
  • Assists in preparing operating and capital improvement program budgets.
  • Supervises both City and contract employees.
  • Represents the City on various local and regional committees relating to engineering issues.
  • Prepares reports and grant applications.
  • Supervises and coordinates contract agreements and activities including various engineering and inspection services.
  • Coordinates engineering work with other departments, consultants, contractors, developers and property owners.
  • Develops work schedules, assigns tasks, and evaluates performance of various professional and technical staff.
  • Performs other duties as required.

Minimum Qualifications
Training and Experience:
Any combination equivalent to education and experience is likely to provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be:
Education:
A Bachelor's degree from an accredited college or university in Civil Engineering or related field. Additional formal education is desirable.
Experience:
A minimum of four years of full-time professional civil engineering and supervisory experience required. Public agency experience desirable.
Licenses; Certificates; Special Requirements:
  • Requires Professional Engineer License in the State of California.
  • Possession of a valid California Class C drivers' license and Certificate of Automobile Insurance for Personal Liability.

Knowledge of:
  • Civil engineering, practices and procedures.
  • Local and state laws governing land development, public projects and assessment districts.
  • Techniques and materials commonly used in the construction and maintenance of public projects.
  • Customer service techniques.
  • Accepted principles of supervision and of work organization.

Ability To:
  • Perform engineering work expected of a registered civil engineer.
  • Review and analyze engineering and capital improvement projects and programs.
  • Prepare and review department budgets, contracts, reports and related engineering documents.
  • Present clear and concise verbal and written reports.
  • Deal effectively with representatives from public and private agencies and with the general public in coordinating activities and resolving problems.
  • Effectively direct the work of subordinate employees.
