Chief Operating Officer (COO) / Alternate Administrator

Position Summary

JFS at Home, a trusted nonprofit provider of private-duty home health care services, is seeking a dynamic and experienced Chief Operating Officer (COO) / Alternate Administrator to lead day-to-day operations during a period of strategic growth and expansion.
This role is responsible for ensuring operational excellence across all core business functions, including human resources, client services, scheduling, finance, compliance, and risk management. The COO/Alternate Administrator will work closely with the CEO and leadership team to scale operations, optimize systems, strengthen quality assurance, and maintain the highest standards of care for clients and families.
The ideal candidate is a mission-driven, detail-oriented leader with deep experience in home care operations and strong knowledge of regulatory and compliance frameworks in Florida.

Key ResponsibilitiesOperational Leadership

- Oversee the daily operations of the agency to ensure efficient, compliant, and high-quality service delivery
- Develop and implement operational strategies that support organizational growth, scalability, and sustainability
- Establish performance metrics and monitor KPIs across service lines
- Drive process improvement initiatives to enhance efficiency, client satisfaction, and staff engagement

Department Oversight

- Provide direct leadership and oversight of Human Resources, Scheduling/Client Services, and Finance & Billing
- Ensure alignment and collaboration across departments to support seamless operations

Compliance & Risk Management

- Serve as Alternate Administrator in accordance with Florida regulations
- Ensure compliance with all state, federal, and accreditation standards
- Oversee incident reporting, quality assurance, and policy development
- Manage agency insurance programs including liability and workers’ compensation

Staff Leadership & Culture

- Lead, mentor, and develop a high-performing operations team
- Foster a culture of accountability, collaboration, and mission-driven service
- Support workforce development and retention initiatives

Financial & Business Operations

- Partner on budget development, financial forecasting, and cost control
- Monitor financial performance and identify efficiencies
- Support revenue growth through improved utilization and service expansion

Client Experience & Quality

- Ensure exceptional client experience and service delivery
- Oversee quality assurance and satisfaction initiatives
- Resolve client concerns with professionalism and urgency

QualificationsRequired

- Bachelor’s degree in Healthcare Administration, Business Administration, or related field (Master’s preferred)
- Minimum 7–10 years of leadership experience in home health or related setting
- Experience overseeing HR, scheduling, and finance teams
- Knowledge of Florida home care regulations
- Experience with risk management and compliance

Preferred

- Eligible to serve as Alternate Administrator in Florida
- Experience in nonprofit healthcare
- Familiarity with EMR, scheduling, and billing systems
