Job Description

The town of Rivery, with approximately 4000 inhabitants and less than 50 permanent staff, is looking for a Finance / Accounting Manager. Under the direct authority of the Director General of Services, you will manage the financial and accounting operations of the community, play a role in decision-making support for elected officials and the general management by providing a vision of medium and long-term financial issues. You are a force of proposal and ensure the security of budgetary and financial procedures. With a good mastery of public accounting rules (M57) and business tools (COSOLUCE), you are rigorous, autonomous, and appreciated for your relational qualities. Note that the monthly payroll management of agents on the business software is an integral part of the proposed position.

Main duties / working conditions:

  • Manage the accounting system of the City and the CCAS:
  • Proceed with the execution of revenues and expenses and ensure relations with the accounting services of the State
  • Proceed with simple or complex accounting operations and optimize the management of the treasury.
  • Budgetary and accounting activities
  • Ensure the preparation and execution of budgets (City, CCAS) with the assistant to the finance and the DGS as well as the budgetary procedures (modifying decisions especially)
  • Elaborate and implement budgetary and financial documents
  • Carry out commitments, mandates, titles of revenues, P503 and end-of-year accounts closing
  • Manage relations with the Treasury, the public accountant, the different partners and suppliers of the community
  • Ensure the follow-up of the taxation and the resources of the community
  • Participate in the writing of the budget orientation report
  • Write budgetary deliberations
  • Provide advice and technical assistance to elected officials, hierarchy, retrospective and prospective financial analyses
  • Ensure legal and regulatory monitoring
  • Manage amortizations and inventory
  • Secondary mission / Carry out the payroll of agents:
  • Carry out the payroll of the agents of the community, including the entry of monthly variable elements
  • Carry out a detailed and individual verification of the impact of various modifications on the payroll slips;
  • Control the global and detailed coherence of the remuneration elements and charges - Carry out various declarations.
