PCG Consulting International, a certified MBE partner to Deloitte, is seeking an experienced IES Integration Engineer to join our team!!

We are seeking an experienced IES Integration Engineer to support Deloitte on a large-scale modernization of the Integrated Eligibility System (IES) for Cook County. This role requires deep experience with eligibility system integrations, state or county human services programs, and modern API/microservices engineering.


The ideal candidate has hands-on experience integrating Medicaid, SNAP, TANF, or CHIP eligibility systems with federal and state data sources, and has built secure, scalable services in cloud-based environments.


This is not a general healthcare IT role—prior Human Services / Eligibility domain experience is required.


Key Responsibilities
Eligibility System Integrations
  • Design, build, and maintain integrations between state eligibility systems and external partners such as SSA, CMS, IRS, DHS, and FNS.
  • Support data exchanges including SDX/SVES, MAGI, BEP, PARIS, FTI, and other federal hub transactions.
  • Implement eligibility workflows such as intake, verification, identity proofing, redetermination, and enrollment.
API & Microservices Engineering
  • Develop RESTful APIs, microservices, and service-to-service integrations using .NET, Java, or similar frameworks.
  • Design and maintain API gateways (AWS API Gateway, Azure APIM) and enforce versioning, mapping, and access controls.
  • Implement resilient integration patterns (circuit breakers, retries, DLQs, idempotency).
Event-Driven Architecture
  • Build event-driven pipelines using Kafka, RabbitMQ, or Azure Service Bus.
  • Support real-time eligibility verification and high-volume data processing.
Cloud Engineering & DevSecOps
  • Deploy, monitor, and secure services in AWS or Azure cloud environments.
  • Use CI/CD pipelines (Azure DevOps, Jenkins, GitLab) to automate builds, tests, and deployments.
  • Ensure compliance with MARS-E, HIPAA, NIST, and IRS Pub 1075 security frameworks.
Cross-Functional Collaboration
  • Work closely with state HHS teams, policy analysts, business analysts, architects, and DevOps engineers.
  • Translate eligibility rules and business requirements into technical specifications.
  • Participate in architecture reviews, data mapping sessions, and testing cycles.
This is Remote Contract position. Occasional travel may be required!!!Requirements:Ideal Background & QualificationsRequired Qualifications (Domain Experience – Non-Negotiable)

Candidates must meet all of the following:

1. Integrated Eligibility System Experience
  • Hands-on experience with Medicaid, SNAP, TANF, or CHIP eligibility systems.
  • Experience with eligibility determination workflows (intake ? verification ? rules engine ? enrollment).
2. Federal Hub / State Exchange Integrations
  • Direct experience with one or more of the following:
    • SSA SVES / SDX
    • CMS MAGI / Hub Services
    • IRS data exchanges (FTI)
    • FNS / SNAP verification services
3. IES Modernization or Large-Scale Public Sector Projects
  • Prior work on state or county human services modernization projects.
  • Familiarity with IES data models, notices, case management, or policy alignment.
4. Security & Compliance
  • Experience working under MARS-E, NIST, HIPAA, or IRS Pub 1075.
Required Technical Skills
  • 7+ years in API development and microservices architecture
  • Proficiency in .NET Core, Java, or similar modern frameworks
  • Strong experience with REST, SOAP, JSON/XML, OpenAPI
  • Cloud experience (AWS, Azure)
  • Containerization (Docker, Kubernetes)
  • Messaging technologies (Kafka, RabbitMQ, Azure Service Bus)
  • CI/CD using Azure DevOps, Jenkins, GitHub Actions, or GitLab
Preferred Qualifications
  • Experience with eligibility rules engines
  • Experience with document management, imaging, or verification subsystems
  • Familiarity with health and human services program policy
  • Prior consulting experience with Deloitte, Accenture, or major SI firms
