Chief Strategy & Change Management Officer
Annual Salary: $165,609 to $240,739

The City of Portland, Oregon is seeking a Chief Strategy & Change Management Officer to help lead a historic transformation of one of the nation's most innovative local governments. As the City transitions to a new governance model, this executive will partner with the City Administrator, executive leadership, elected officials, and community stakeholders to establish and lead enterprise-wide strategy, performance management, governance, and organizational change initiatives.

The ideal candidate is a proven executive with experience leading strategy and large-scale organizational transformation in complex, multi-stakeholder environments. They bring exceptional communication and relationship-building skills, a collaborative leadership style, and the ability to influence senior administrative and political leaders. Success in this role requires integrating strategic planning, budgeting, governance, and performance management while navigating organizational and political complexity. Above all, they will build alignment, foster accountability, and guide Portland through sustained transformation.
