United Family Practice Health Center, dba Riverland Community Health Center is a Federally-Qualified Health Center in St. Paul, where patients receive community-based integrative services including, primary care, dental, behavioral health, optometry and, pharmacy. JOB SUMMARY:

The Chief Financial Officer oversees the financial operations of Riverland Community Health Center, in accordance with all federal and state regulations. The Chief Financial Officer leads with evidence-based best practices in healthcare accounting and financial management. Leads with curiosity and a growth mindset.


ESSENTIAL FUNCTIONS:

Financial Management:

  • Responsible and accountable for leading financial initiatives and strategies to support the financial viability of the health center, in accordance with industry best practices.
  • Serves as the strategic thought partner to the CEO that exemplifies a growth mindset and strong leadership skills.
  • Collaborates with department leaders to identify and develop revenue opportunities to improve operating budget and future fiscal planning.
  • Provides regular financial updates to the leadership team, and Board of Directors.
  • Provides financial analysis for planning, contracting and other functions.
  • Oversees annual budgeting process in collaboration with department leaders.
  • Maintains systems of internal controls in compliance with organizational policies.
  • Drives the strategy for payer relations, including value-based contracting

Financial Reporting:

  • In addition to monthly financial reporting to the leadership team, and Board of Directors, ensures timely and accurate reporting for the Uniform Data Set (UDS), Medicare Cost Report, State and Federal Taxes, Federal 330 Grant, the annual independent audit, operational grants, etc.

Administrative Leadership:

  • This position supervises functions of Revenue Cycle, Finance and Accounting, IT, and Facilities.
  • Serves as a mentor and support person for all members of the Riverland Community Health Center leadership team, in an effort to ensure strong financial acumen across the team.
  • Serves as the health center financial representative on all external-facing/community communities, such as FUHN and MNACHC.
Requirements:

KNOWLEDGE, SKILLS AND ABILITIES:

  • Demonstrate the highest-level financial, administrative, and ethical practices
  • Ability to manage financial and administrative performance toward priority goals and objectives.
  • Understanding of operational activities to guide the leadership team on best practices related to revenue cycle and financial performance.
  • Lead staff by example
  • Ability to work as a team member to help achieve clinic and community priorities.
  • Interface financial and administrative activities toward patient centered care and delivery.
  • Ability to lead diverse groups of staff towards achievement of financial and operational goals.
  • Knowledge of community health center reimbursement and regulatory environment.

Required Experience/Qualifications:

  • Bachelor’s Degree in Accounting, Finance, or related field
  • Minimum 10 years of experience in accounting or finance with 5 or more years in health care finance management including revenue cycle management knowledge and experience
  • Strategic leadership experience

Preferred Experience/Qualifications:

  • Master’s Degree in Accounting, Finance or Business Administration
  • Prior experience working in a Federally Qualified Health Center
  • Certified Public Accountant (active or inactive)
  • Prior experience working in a healthcare setting with many modalities, such as medical, dental, pharmacy.

CERTIFICATES, LICENSES, REGISTRATIONS:

Certified Management Accountant (CMA) and/or Certified Public Accountant (CPA) certification is preferred.


PHYSICAL DEMANDS:

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.

WORK ENVIRONMENT:

Work is performed in a clinic office environment. Contact with staff, patients and outside agencies. Possible exposure to communicable disease and medical preparations common to clinic environment.


Compensation is $125,000 to $175,000 annually.
