Summary
Performs a variety of professional duties required to support ERFC in investment monitoring; assists the ERFC Deputy Executive Director, Investments in overseeing and managing the investment portfolio; monitors financial markets, investment performance, compliance, contracted agreements, and investment-related costs; conducts research and analysis across asset classes; collaborates with investment consultants, fund managers, actuaries, legal counsel, and other stakeholders to support portfolio performance and investment initiatives.
Qualifications
Required
- Bachelor's degree in finance, accounting, economics, business administration or related field.
- Four (4) years of experience in investment management, portfolio management, cash management, investment analytics, or related field.
- Advanced degree(s) beyond the minimum degree requirement in a relevant field may be considered for some experience.
- Knowledge of the principles, methods, techniques, and systems of investment and risk management.
- Knowledge of capital markets and portfolio strategy.
- Knowledge of quantitative, statistical and actuarial methods.
- Knowledge of regulation and legislation impacting the retirement industry.
- Proficiency in the use of technology, data compilation, analysis, and reporting.
- Ability to work on confidential information.
- Ability to work both collaboratively and autonomously.
- Ability to work effectively under pressure.
- Ability to develop and maintain good working relationships.
- Ability to exercise tact, good judgment, and initiative.
- Ability to facilitate meetings and/or present information to groups.
- Ability to communicate effectively, both orally and in writing.
Preferred
- Certifications in Chartered Financial Analyst (CFA), Chartered Alternative Investment Analyst (CAIA), Certificate in Investment Performance Measurement (CIPM), or Certified Public Finance Officer (CPFO).
Major Duties/Essential Functions
- Exercises leadership with the production of key investment deliverables, including financial models, analysis, investment memos and recommendations.
- Monitors, reviews, reconciles investment activity, and maintains an evaluation model that ranks assets.
- Assists with cash management and asset rebalancing; evaluates the use of transition management services.
- Performs forecasting analyses including cash flow forecasts, liquidity modeling, estimated portfolio deviations from target, risk analysis and proforma portfolio exposure modeling.
- Contributes to the development and maintenance of analytical portfolio tools.
- Research market dynamics, strategies, and trends to better target opportunities and drive the optimal use of fiscal resources.
- Develops and documents guidelines and procedures that define and maintain investment best practices.
- Provides due diligence effort on current and prospective public investment managers, including investment manager interviews, advisor reviews, quantitative and qualitative assessments, and researching investment source ideas.
- Coordinates the contracting process of investment managers on an ongoing basis including the review and preparation of specifications, requirements, terms & conditions for competitive invitation for bid (IFB) solicitations and competitive requests for proposal (RFP) documents.
- Monitors, tracks, and audits risk metrics and compliance related to local, state, and federal regulations.
- Provides qualitative and quantitative documentation, reporting, and presentations to support investment monitoring and analysis.
- Supports trade processing, cash management, and performance reporting workflows, including coordination of reconciliation and data alignment with custodians and administrators across both public and private market managers.
- Onboard new investments, including processing documentation, reconciliation, and legal paperwork.
- Assists in preparing ERFC board meeting materials including monthly/quarterly/annual performance reports and detailed investment reviews.
- Travels occasionally to investment offices, or related conferences as required.
- Performs related duties as required or assigned.

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines.
