Job description

We are looking for a CFSS Program Manager to oversee daily program operations and help ensure services are delivered consistently, efficiently, and in compliance with organizational and regulatory standards in Saint Paul, Minnesota. This contract opportunity with potential for a permanent role is ideal for a leader who can guide staff, maintain strong documentation practices, and support high-quality client services through effective coordination across teams. The role follows a hybrid schedule with in-office work Monday through Wednesday and remote work on Thursday and Friday. Candidates who are bilingual in Hmong or Vietnamese are strongly preferred.
Responsibilities:
• Direct the day-to-day management of the CFSS program to maintain reliable service delivery and operational effectiveness.
• Lead, coach, and support program staff while promoting accountability, quality standards, and a client-centered approach.
• Monitor client service activities and review required records to confirm care is being provided appropriately and documented accurately.
• Serve as a key point of coordination between the program and internal departments to improve communication and align service efforts.
• Ensure program practices meet applicable regulatory requirements, internal policies, and quality expectations.
• Conduct regular follow-up with staff and clients to address service concerns, resolve issues, and maintain continuity of care.
• Track program performance, identify operational improvements, and recommend actions that strengthen service outcomes.
• Utilize program platforms and Microsoft tools to manage documentation, reporting, and daily administrative activities.• Experience managing programs, operations, or projects in a healthcare, home care, or human services setting.
• Demonstrated ability to lead cross-functional work and coordinate effectively with multiple teams or departments.
• Strong knowledge of documentation oversight, compliance expectations, and service quality management.
• Proficiency with Microsoft applications and the ability to learn or work within program-based software systems.
• Background in project management, including formal project management practices, is preferred.
• PMP certification is preferred.
• Familiarity with Agile or Scrum methodologies is a plus.
• Bilingual skills in Hmong or Vietnamese are preferred.
