Job description

The Department of State's (DOS), Bureau of African Affairs, Office of Regional Peace, and Security (AF/RPS) and Bureau of Political-Military Affairs, Office of Global Programs and Initiatives (PM/GPI) and Office of Security Assistance (PM/SA) supports U.S. foreign policy goals through a variety of programs and policies designed to bolster peace, security and regional stability. Global Advisory's goal is in support of partner nations' ability to improve their security institutions and associated operational capabilities.
BlueForce Inc is seeking a skilled and experienced Senior Logistics Advisor in support of Global Advisory contract. The Senior Logistics Advisor shall provide the host nation the necessary logistics, maintenance and supply chain management advisory services required to support their national security strategy. Work will be performed in the coastal East Africa geographic region and requires mobilization. In-country and overseas travel may be required.

Duties and Responsibilities
  • Assist with writing and instituting the new system/ Course of Action (COA), if and/or when the host nation decides on a specific COA.
  • Continue to maintain an up-to-date list of outstanding host nation requirements (ex: unit XYZ ran out of ammo).
  • Provide technical advisory support on integrating improved logistics elements into the logistic enterprise.
  • Assist the host nation in developing standard operating procedures (SOPs) within the logistics units, at a minimum describing detailed methods for improving current logistics and property management capabilities.
  • Assist with incorporating sustainable improvements into existing training curriculum.
  • Interface with other international advisors to stay current on needs, and de-conflict assistance.
  • Serve as the Host Nation's subject matter expert on the use and capabilities of forward support companies (logistics companies and maintenance companies).
  • Provide daily support and mentoring to host nation staff on new processes and systems being implemented with an emphasis on transitioning advisory services to key host nation personnel.
  • Support the host nation conduct inventory management including receiving, inventorying, examining, deconsolidating, re-consolidating, and labeling equipment for designated equipment and materials.
  • Support the host nation improve and maintain the existing inventory management system.
  • Support the host nation with a routine tracking and supply report on the status of all equipment, including required preventive and routine maintenance.
  • Serve as an interface with all key stakeholders to ensure all equipment is properly inventoried and entered into the inventory management system.
  • Identify and mentor host nation personnel on Enterprise Resource Planning (ERP), US-original equipment, and related topics with an emphasis on transitioning advisory services.
  • Conduct follow-up interviews with mentored staff to determine impact of assistance.
  • Monitor and evaluate data collection for all indicators, as provided by Department of State Monitoring and Evaluation (M&E) team following award of the contract

Minimum Qualifications
  • Active Secret security clearance.
  • Bachelor's degree with a concentration in logistics and supply chain management, research and evaluations, and/or other related fields.
  • At least three (3) years of experience working in a Sub-Saharan Africa partner nation as a logistics advisor to partner nation militaries.
  • At least five (05) years' hand-on experience working in a U.S. military (or NATO) logistics career field at the Battalion (S-4) section or equivalent level, with at least two (02) years working at the Brigade or equivalent Staff level.
  • At least four (04) years' experience with supply sourcing systems and military sourcing systems.
  • Demonstrated adherence to quality standards and reviews program deliverables.
  • Demonstrated research, analytical, and problem-solving capabilities.
  • Demonstrated ability to successfully work with customers/clients, including the capability to respond cost and technical tasks, monitor contract and task order performance, and apply required course corrections.
  • Demonstrated proficiency with Microsoft Office software (Word, PowerPoint, Teams, Excel Advanced and SharePoint). List examples showing advanced skills, e.g., presentation development, written policies/procedures, formulas/functions, data visualization, pivot tables, macros, or VBA language. Provision of Certifications in MS Office through industry recognized provider is required (e.g., Certiport, Coursera, etc).
  • Demonstrated fluency (spoken and written) in English language, when such is not the native language, including experience summarizing complex technical and programmatic issues in a concise manner for the U.S. government. Provision of Certification in English language through industry recognized provider (e.g., Test of English as a Foreign Language (TOEFL), International English Language Testing System (IELTS), etc.) is required.
  • Proof of medical clearance (physical and mental fitness) equivalent to Department of State Level 1 as determined by a licensed healthcare practitioner.
  • Active driver's license to operate all vehicle or equipment necessary to perform work in the area of performance.

Preferred Qualifications
  • Demonstrated experience living and working overseas, specifically East Africa geographic region.
