Remote within the state of WI with the potential requirement to come onsite when needed (once every couple of months). VALID PMP Certification or equivalent and CSM certification is required at the time of submission. 

Description:

Our client is looking for a Certified Project Manager to perform the role of Scrum Master and Project Manager in the Application Development Team practicing Hybrid methodology combining PMI's project management best practices with Agile/Scrum development methodology.

The Applications Development Team is responsible for enterprise architecture, development, system testing, analysis, and maintenance of systems that capture and report data. This includes but is not limited to applications that focus on finance, budget, and data collection and reporting applications that satisfy the needs of Wisconsin's K12 education systems. These systems require extensive knowledge and experience developing complex applications, reports, and relational databases.

Tasks

  • This position is responsible for leading and coaching a project team on a hybrid project methodology combining PMI Project Management best practices and agile practices/ principals to deliver high quality products and services for our external customers (state schools and districts) and internal customers
  • This position will facilitate the execution and delivery of well-defined software releases using the Hybrid framework, including project planning deliverables such as Project Charters, Stakeholder Analysis, Risk Assessment, Estimation, sprint planning, daily scrum, sprint review, sprint retrospectives and close out phase deliverables.
  • This position will work with project teams, as well as internal and external stakeholders, to influence and drive decision making.
  • This position will resolve team impediments with other scrum masters/ project managers, improving the effectiveness of the project management framework in the agency.
  • This position will be responsible in maintaining a healthy product backlog, planning all releases of the system, and documenting system dependencies.
  • This position will work with and serve as a liaison between IT Teams, management and business units within DPI and external vendors to identify and analyze opportunities for improving processes and business systems.
  • This position will also help facilitate quality assurance tasks, UAT efforts and provide product customer support when needed.
  • Under the general supervision of the Applications Development Team manager, this person will work closely with others to accomplish project objectives, or function independently to accomplish daily work requirements as a member of the Applications Development Team. Objectives, priorities, and deadlines are established in consultation with the department program area leaders, project managers, and the Applications Development Team manager.

Knowledge, Skills and Abilities Required:

  • Strong written and verbal communication skills
  • Ability to work in a team environment as well as independently within established guidelines
  • Process a fundamental understanding of end-to-end customer experience integration and dependencies

Skills Required

  • 2-5 years - Experience using Agile/Scrum Development Methodology
  • 2-5 years - Experience in PMI- Project Management Methodology (Defining Scope, Stakeholder Analysis, RACI, Project Charter, Project Estimations, Risk Assessments, Budget tracking, etc.)
  • 2-5 years - Experience preparing business requirements and functional specifications
  • 2-5 years - Ability to effectively refine and maintain a product backlog
  • PMP Certification & CSM certification. Please provide a copy of certificates with submittal.
  • Demonstrates experience facilitating meetings and an understanding of facilitation techniques
  • Experience writing user stories with clearly defined acceptance criteria
  • Ability to facilitate UAT efforts
  • Experience at refinement, story splitting, estimation, velocity, retrospectives, and other scrum techniques
  • Ability to grasp technical concepts and communicate to developers in a .NET based development environment
  • Experience using Microsoft Azure DevOps, or equivalent software, to manage user stories and sprint backlogs.
  • Bachelor's Degree

Skills Desired

  • Experience working with education software systems at the school, district, or state levels.
  • Knowledge of data warehousing and reporting
