Job Title: Agile Project Manager / Delivery Lead
Location: Annapolis, Maryland (100% On-Site)
Employment Type: Contract (with potential for Full-Time conversion) / Visa sponsorship not available

The Opportunity

We are seeking a hands-on Agile Project Manager (or Delivery Lead) to partner with our Project Management Office. Over the past six months, we have significantly improved our delivery culture, streamlined our existing Azure DevOps (ADO) processes, and fostered an environment of open communication.

We are looking for a tactical leader to own the flow of work. You will serve as the bridge between the Program level and the execution team, ensuring requirements are ready, ceremonies are effective, and the team is shielded from distraction.

Key Responsibilities

  1. Agile Process & Team Facilitation
  • Facilitate core ceremonies including daily stand-ups, sprint planning, retrospectives, and backlog refinement sessions.
  • Act as the primary administrator for our Azure DevOps (ADO) boards. Ensure work items are rigorously tracked, tagged, and moved through the workflow to maintain visibility.
  • Protect the team s capacity. You will manage Work In Progress (WIP) limits and act as a buffer against process circumvention, ensuring the team can focus on execution without constant context switching.
  1. Backlog Management & BA Support
  • Work closely with our team of Business Analysts to translate requirements into properly formatted User Stories with clear Acceptance Criteria.
  • Coach and support the BAs in adapting to Agile workflows. You will help bridge the gap between traditional requirements gathering and iterative delivery, helping them prepare work for a high-velocity development team.
  • Ensure the backlog is prioritized and healthy so that developers always have a queue of ready work.
  1. Project Delivery
  • Take ownership of Tier-2 projects from kickoff to delivery, managing timelines and scope.
  • Support the PMO by handling routine queries and status checks, allowing for a focus on portfolio management and broader improvements.
  • Evangelize the benefits of agile culture, reinforcing positive collaborative behaviors across the department.

The Ideal Candidate

You are a "doer" who thrives in a transitionary environment. You understand that Agile is a mindset, not just a checklist, and you are willing to do the groundwork like drafting a User Story yourself to help the team succeed.

  • Experience: 5+ years in a hybrid Project Management / Scrum Master role.
  • Tech Stack: Proficiency in Azure DevOps (ADO) (or similar tool, e.g. Jira) is required.
  • Soft Skills: High emotional intelligence. You can navigate a vertical organizational structure and handle pushback with grace. You are patient with team members who are learning new ways of working.
  • Methodology: You practice Pragmatic Agile. We are a Union shop with specific constraints; we need someone who can adapt Agile principles to our reality rather than strictly adhering to textbook theory.
