Citizens Behavioral Health provides compassionate, evidence-based mental health and substance use treatment services to adults across North Carolina. We are seeking a dynamic and mission-driven Chief Executive Officer (CEO) to lead our organization through its next phase of growth while maintaining our commitment to quality care, compliance, and operational excellence.

Position Summary

The Chief Executive Officer serves as the executive leader of Citizens Behavioral Health and is responsible for the overall strategic direction, operational performance, financial stewardship, compliance oversight, and organizational growth. The CEO works closely with clinical leadership, community partners, regulatory agencies, and stakeholders to ensure exceptional services and sustainable success.

Key Responsibilities Leadership & Strategic Growth
  • Develop and execute the organization's strategic vision and long-term goals.
  • Promote a culture of accountability, collaboration, and patient-centered care.
  • Identify opportunities for program expansion and organizational growth.
Operations Management
  • Oversee daily operations across clinical, administrative, billing, HR, and facility functions.
  • Ensure programs operate efficiently and meet all applicable standards and regulations.
  • Support process improvement and organizational effectiveness initiatives.
Compliance & Regulatory Oversight
  • Maintain compliance with applicable federal, state, and payer requirements.
  • Serve as organizational lead during audits, reviews, and regulatory inspections.
  • Ensure adherence to privacy, confidentiality, and quality standards.
  • Develop and oversee organizational budgets and financial planning.
  • Monitor revenue cycle performance and financial sustainability.
  • Support contract negotiations and business development opportunities.
  • Review financial performance and implement strategies for continued growth.
Clinical Quality & Program Excellence
  • Partner with clinical leadership to support evidence-based care.
  • Monitor quality outcomes and performance metrics.
  • Promote continuous quality improvement throughout the organization.
Community & Stakeholder Engagement
  • Build strong relationships with referral sources, community organizations, and industry partners.
  • Represent Citizens Behavioral Health within the healthcare community.
  • Support outreach, partnership development, and organizational visibility.
Team Development
  • Recruit, mentor, and retain high-performing clinical and administrative staff.
  • Support leadership development and employee engagement initiatives.
  • Promote a positive and inclusive workplace culture.
Required Qualifications
  • Master's Degree in Healthcare Administration, Business Administration, Psychology, Social Work, or a related field.
  • Minimum 7 years of behavioral health leadership experience.
  • At least 3 years of executive-level leadership experience.
  • Strong knowledge of behavioral health operations, compliance, and healthcare management.
  • Demonstrated experience leading multidisciplinary teams and organizational growth.
  • Excellent communication, strategic planning, and decision-making skills.
Preferred Qualifications
  • Doctoral degree in a related field.
  • Professional licensure in a behavioral health discipline.
  • Experience with behavioral health treatment programs and healthcare reimbursement systems.
