The Chief Executive Officer (CEO) serves as the Board of Directors' direct executive representative and is responsible for the overall administration, leadership, management, and operation of Harrison County Community Hospital. The CEO is granted the authority necessary to direct hospital activities and departments in accordance with Board policies, regulatory requirements, and applicable laws.

The CEO provides strategic leadership to ensure the delivery of safe, high-quality patient care; financial stability; operational excellence; regulatory compliance; and organizational growth. The CEO works collaboratively with the Board of Directors, Medical Staff, employees, legal counsel, community stakeholders, and healthcare partners to advance the mission and vision of the organization.

The CEO is expected to lead with integrity, accountability, transparency, and sound judgment while maintaining the highest standards of confidentiality regarding organizational, financial, and personnel matters.

• Serve as the chief executive officer and authorized administrative representative of the Board of Directors in the management and operation of the hospital.
• Develop, implement, and evaluate strategic plans that support the hospital's mission, vision, goals, and long-term sustainability, including to remain an independent entity.
• Direct and oversee all operational, clinical, financial, and administrative functions of the hospital to ensure efficiency, effectiveness, and quality outcomes.
• Provide overall leadership to hospital departments and coordinate organizational activities to ensure the effective delivery of patient care and healthcare service programs.
• Lead organizational improvement initiatives that advance patient safety, quality outcomes, operational effectiveness, employee engagement, and patient satisfaction.
• Select, employ, supervise, develop, evaluate, discipline, and discharge hospital employees and agents in accordance with Board policies, applicable laws, and organizational procedures.
• Recruit, mentor, and hold executive leaders accountable for organizational performance, strategic objectives, quality outcomes, and financial results.
• Maintain effective working relationships with Medical Staff, healthcare providers, and community partners to promote coordinated, high-quality care.
• Keep the Board of Directors fully informed regarding hospital operations, strategic initiatives, financial performance, organizational risks, significant personnel actions, and other matters affecting the hospital.
• Provide leadership and support to the Board of Directors through timely communication, recommendations, reports, and implementation of Board-approved initiatives.
• Serve as the official liaison and communication channel between the Board of Directors and the Medical Staff.
• Coordinate with legal counsel regarding legal, compliance, governance, contractual, and regulatory matters affecting the Hospital District and communicate such matters to the Board as appropriate.
• Direct the business affairs of the hospital, including financial records, revenue cycle activities, purchasing functions, contract administration, and resource management.
• Ensure all hospital funds are appropriately collected, safeguarded, managed, and expended in the best interests of the organization.
• Prepare and submit annual operating and capital budgets for review and approval by the Board of Directors.
• Provide regular financial, operational, quality, compliance, and strategic reports to the Board of Directors and prepare special reports as requested.
• Monitor financial performance and implement strategies that support fiscal responsibility, growth, and long-term sustainability.
• Ensure compliance with all federal, state, and local laws, regulations, accreditation standards, licensure requirements, and organizational policies.
• Ensure ongoing compliance with Critical Access Hospital Conditions of Participation (42 C.F.R. §485.601 et seq.) and applicable Missouri Department of Health requirements.
• Establish, support, and evaluate quality improvement, patient safety, risk management, and performance improvement programs throughout the organization.
• Represent the hospital with governmental agencies, regulatory bodies, community organizations, healthcare partners, and other external stakeholders.
• Foster a culture of integrity, accountability, teamwork, transparency, continuous improvement, and exceptional patient care.
• Perform other duties necessary for the effective management and operation of the hospital as assigned or directed by the Board of Directors.

• Advanced communication and interpersonal skills with the ability to effectively engage employees, Medical Staff, Board members, regulators, and community stakeholders.
• Strong financial management and business acumen.
• Knowledge of healthcare operations, reimbursement methodologies, compliance requirements, and healthcare industry trends.
• Ability to analyze complex issues and make sound decisions in a dynamic environment.
• Demonstrated ability to lead organizational change and performance improvement initiatives.
• Skilled in conflict resolution, relationship management, and team development.
• Ability to maintain confidentiality and exercise sound professional judgment.

• Master's Degree in Healthcare Administration, Business Administration, Public Health, or a related field required preferred. Comparable education, training, and/or relevant healthcare leadership experience may be considered in lieu of a master’s degree.

• Fellow of the American College of Healthcare Executives (FACHE) or other healthcare leadership certification preferred.

• Minimum of seven (7) to ten (10) years of progressive senior leadership experience in a hospital or healthcare organization preferred.
• Experience in Critical Access Hospital operations preferred.
• Demonstrated success in financial management, strategic planning, physician relations, regulatory compliance, and organizational leadership preferred.

• Lifting: Occasionally lift and carry items weighing up to 10 pounds.
• Mobility: Frequent walking, standing, and movement throughout hospital facilities.
• Posture: Extended periods of sitting, standing, and attendance at meetings.
• Dexterity: Ability to operate computers, telephones, and standard office equipment.
• Vision/Hearing: Ability to communicate effectively and review detailed reports and documents.
