Relevant du (de la) gestionnaire de programme, le (la) gestionnaire de programme associe(e) est responsable de la gestion, de la planification et de la mise en uvre de programmes/portefeuilles precis dans le cadre d'un programme de soutien aux patient(e)s. Ses autres responsabilites comprennent l'education et la formation des nouveaux(elles) membres de l'equipe, le developpement et l'amelioration des processus a l'echelle du Canada, ainsi que la garantie du rendement de l'equipe a la lumiere des objectifs hebdomadaires et mensuels des IRC. Il (elle) agit en tant que personne-ressource principale pour toute escalade au sein de l'equipe et fournit des resolutions et des reponses rapides aux demandes operationnelles.
FONCTIONS ET RESPONSABILITES
Veiller au bon fonctionnement global et au rendement du programme et de ses services respectifs (remboursement, coordination des patient(e)s, gestion des medicaments, etc.)
Veiller a ce que tous (toutes) les membres de l'equipe soient forme(e)s au programme et a ce que toutes les normes de rendement de l'equipe soient respectees ou depassees
Tenir a jour la matrice de formation de l'equipe, les dossiers de RH et toute autre documentation requise pour l'audit
Veiller a ce que tous les evenements operationnels regionaux lies au programme soient communiques au (a la) gestionnaire de programme
Veiller a ce que les mesures relatives a la charge de travail repondent aux objectifs de rendement et recommander des changements si ce n'est pas le cas
Veiller a ce que les IRC soient conformes aux attentes en matiere de rendement
Veiller a ce que les processus de recrutement et d'integration soient adaptes aux besoins du programme
Faciliter le recrutement, l'integration, l'evaluation et la retention du personnel
Effectuer les evaluations annuelles et/ou y contribuer
Relever, documenter, mettre en uvre et surveiller les ameliorations et les optimisations des processus
Formuler des recommandations concernant les changements operationnels et contribuer a leur mise en uvre
Collaborer avec tous les services internes fournissant des services lies au programme
Mener des audits de la qualite afin d'assurer l'exactitude des flux de travail et des processus propres aux partenaires pharmaceutiques, y compris les audits telephoniques et les audits sur dossiers
Assurer la qualite des dossiers cliniques dans la base de donnees de GRC
Participer aux reunions internes et externes avec le (les) partenaire(s) pharmaceutique(s) lorsque cela est necessaire
Aider a organiser et a diriger les reunions d'equipe
Aider a la facturation et aux previsions
Veiller a ce que les demandes ponctuelles et les projets speciaux du (des) partenaire(s) pharmaceutique(s), de la haute direction et des parties prenantes externes soient executes en temps opportun
Assurer une declaration rapide et conforme des evenements indesirables (EI) et des reclamations qualite produit (PQC) conformement aux exigences et directives de pharmacovigilance de Sante Canada, incluant une documentation precise, une escalade appropriee et une collaboration efficace avec les parties prenantes internes et les equipes reglementaires.
Veiller a ce que le personnel respecte les directives de pharmacovigilance et les exigences en matiere de signalement
Aider lors des audits des fabricants, selon les besoins
Tenir a jour les instructions de travail et les PON du programme

JOB SUMMARY
Reporting to the Program Manager, the Associate Program Manager is responsible for undertaking the management, planning, and implementation of specific programs/portfolio within a Patient Support Program. Additional responsibilities include education and training of new team members, process development and improvement across Canada, and ensuring team performance by reviewing weekly and monthly KPI targets. Acts as the main contact for all escalations on the team and provides timely resolutions and responses to operational inquiries.
DUTIES AND RESPONSIBILITIES
Ensure that the overall performance of the program and its respective services (reimbursement, patient coordination, medication management, etc.) is operating successfully
Ensure all team members are educated on the program, and all performance standards for the team are met or exceeded
Maintain team training matrix, HR files and other required documentations for audit up to date 
Ensure all regional operational occurrences associated with the program are communicated to the Program Manager
Ensure workload measures meet performance targets and recommend changes if they do not meet targets
Ensure KPIs are within performance expectations
Ensure hiring and orientation processes are sufficient to support program needs
Facilitate recruitment, orientation, evaluation, and retention of staff
Complete and/or assist in annual evaluations
Identify, document, implement, and monitor process improvements and enhancements
Make recommendations for changes in operations and assist in the execution of these changes
Collaborate with all internal departments who deliver program-related services
Conducts Quality Audits to ensure accuracy of workflows and pharmaceutical partner(s) specific processes including call and chart audits
Ensure quality of clinical records in CRM are maintained
Attend internal and external meetings with the pharmaceutical partner(s) when required.
Help organize and lead team meetings
Assistance with billing and forecasting
Ensure ad hoc requests and special projects from the pharmaceutical partner(s), Senior Management, and outside stakeholders are performed in a timely manner
Ensure timely and compliant reporting of Adverse Events (AEs) and Product Quality Complaints (PQCs) in accordance with Health Canada pharmacovigilance requirements and guidelines, including accurate documentation, appropriate escalation, and effective collaboration with internal stakeholders and regulatory teams
Responsible for ensuring staff follow Pharmacovigilance guidelines and reporting requirements
Responsible for assisting in manufacturer audits, as needed
Maintain program work instructions and SOPs
Point of escalation for team members 
Complete other tasks, as requested

QUALIFICATIONS
FORMATION
Diplome d'un etablissement d'enseignement postsecondaire ou universitaire en gestion, en sciences de la sante ou dans un autre domaine connexe, OU experience equivalente
EXPERIENCE
Maitrise de la communication verbale et ecrite et des competences interpersonnelles en anglais et en francais (pour les provinces/regions ayant des exigences de service en francais)
Une experience au sein d'un programme de soutien aux patient(e)s pharmaceutiques est fortement recommandee
Une experience d'au moins un (1) an en gestion des personnes est un atout
Excellentes competences en communication orale et ecrite
Excellentes competences en matiere de leadership et d'organisation
Excellentes competences en gestion de projet, analyse du rendement, gestion des partenaires pharmaceutiques, gestion de cas et relations humaines
Excellentes competences en matiere de reflexion strategique et de resolution de problemes
Attitude positive et determination a resoudre les conflits
Experience en matiere d'evaluation et d'amelioration des processus
Experience en matiere d'assistance au remboursement et de defense des droits des patient(e)s dans les secteurs public et prive du Canada, dans le cadre d'un programme destine aux patient(e)s, idealement dans le domaine des medicaments lies aux maladies chroniques
Connaissance du processus d'autorisation speciale relatif aux assurances publiques et privees
Excellentes competences en informatique et en logiciels : Excel, Word, PowerPoint, Outlook, Adobe Acrobat, saisie de donnees dans une base de donnees de GRC, telephonie, portails Web, teleconferences, reunions en ligne

QUALIFICATIONS
EDUCATION
College or University degree in management, health science or another related field OR equivalent experience 
EXPERIENCE
Must be fluent in verbal and written communication and interpersonal skills for both English and French (Applicable for provinces/regions with French language service requirements)
Pharmaceutical Patient Support Program experience strongly recommended
Minimum one (1) year of experience in people management is an asset 
Exemplary verbal and written communication abilities
Strong leadership and organizational skills
Strong combination of project management, performance analytics, pharmaceutical partner(s) management, case management, and people skills
Strong strategic thinking and problem-solving skills

Demonstrated willingness to travel as per business requirements
