Role Overview

We are seeking a dynamic and experienced senior leader to join Cboe Global Markets as Vice President, Global Head of Access Services, based in our Chicago or New York office. The ideal candidate will possess a deep background in exchange connectivity, physical and logical market access, and product development within the financial services industry, with a proven ability to manage and grow a global access services business.

This role will lead the full strategic direction and product development for the global access services portfolio, encompassing physical access and logical connectivity, with complete accountability for managing and growing revenues for the business. The VP will serve as the senior global voice on behalf of the access services product suite across all Cboe exchanges and geographies.

The ideal candidate will be an entrepreneurial self-starter who embodies an innovative and creative business-focused mindset principled by integrity, technical depth, and sound commercial judgment. The individual will be highly intelligent, eager, personable, independent, exceptionally organized, and assertive, fully embracing a fast-paced, time-sensitive, complex, and intellectually rewarding financial and technological environment.

Business Management

  • Drive P&L, ROI, financial projections, pricing, and competitive analysis models based on extensive research, data, and industry trends to influence, formulate, and prioritize strategic decisions and direction for the global access services business.
  • Define and lead the access services product and commercial strategy that anticipates industry trends, technological advancements, latency developments, and evolving client requirements across global markets.
  • Establish and oversee product delivery roadmaps, business development efforts, financial analysis, and performance metrics for all access services products.
  • Build and maintain strategic partnerships with key stakeholders, network vendors, financial institutions, trading firms, and technology partners.
  • Direct financial forecasting, budget processes, revenue projections, and business trend analysis for the global access services business.
  • Prepare and present regular reports on business development activities, performance metrics, and market insights to senior management and the Board as required.

Product Development

  • Lead thorough market analysis to identify emerging trends, competitive landscape, and potential growth opportunities within exchange connectivity and access services.
  • Identify and assess new access services product ideas, market opportunities, and gaps, driving product roadmap development based on detailed analysis, research, customer feedback, and internal collaboration.
  • Define and implement a comprehensive access services product strategy fully aligned with company goals and objectives across all Cboe geographies, including North America, Europe, and Asia Pacific.
  • Lead the development of new products and the enhancement of existing ones, including cross-connects, order entry connectivity, and logical port access, by engaging directly with customers to gain deep insights into their specific needs.
  • Develop complex pricing models incorporating multiple variable inputs and outputs to fully assess the business impact of changes to the access services portfolio.

Product Implementation

  • Lead and direct high-value access services projects across Cboe Global Markets, ensuring the launch of commercially successful products by directing internal stakeholders across the organization to deliver on time and on budget.
  • Drive all aspects of product implementation by collaborating closely with engineering, infrastructure, network operations, and data center teams, while leading support, sales, marketing, communications, finance, legal, and compliance workstreams.
  • Coordinate closely with data center partners to ensure seamless delivery of physical access and infrastructure services globally.
  • Lead the end-to-end onboarding process for new participants accessing Cboe markets, encompassing all connectivity arrangements.

Product, Sales and Customer Support

  • Serve as the primary Subject Matter Expert on all access services product offerings, including physical connectivity, logical connectivity, and all associated policies and pricing.
  • Lead product and solution discussions with existing and prospective clients, including HFT firms, broker-dealers, trading firms, market makers, and network vendors, educating them on the access services offering as it relates to their individual use cases, technical implementations, and requirements.
  • Coordinate with execution sales, network, and trade desk teams to support the sale of Cboe access services products globally.
  • Represent the company at industry events, conferences, and trade shows to enhance brand visibility and generate leads for the access services business.
  • Lead the development of sales collateral, white papers, and other materials in partnership with the Marketing and Communications team to communicate the value of Cboe access services products.

Job Requirements

Experience and Background

  • Proven track record in business strategy, product strategy, product management, and project management at a senior level.
  • Extensive experience in financial services, specifically with an Exchange Operator, Financial Market Infrastructure Provider, Network Connectivity Provider, or Broker-Dealer with a dedicated focus on exchange access or market connectivity products.
  • Demonstrated P&L ownership and senior business management experience.
  • Proven track record of leading cross-functional teams to implement complex, large-scale connectivity and access infrastructure initiatives across multiple areas of an organization.
  • Domain expertise in exchange connectivity products, order entry connectivity, wide area network infrastructure, and cloud-based connectivity solutions.
  • Deep understanding of equities and options market structure, trading firm workflows, order routing, and the firms that access U.S. and global exchanges.
  • Prior experience with global exchange connectivity products across multiple regions strongly preferred.

Skills and Competencies

  • Proficient in Microsoft Office: Word (business cases, product requirements, regulatory filings); Excel (complex pricing models, financial projections, ROI analysis); PowerPoint (executive-level presentations for customers and senior management).
  • Self-starter with exceptional work ethic and the ability to prioritize, multi-task, and independently manage multiple high-priority projects simultaneously with full transparency.
  • Meticulous attention to detail with strong analytical and research skills, both qualitative and quantitative.
  • Ability to evaluate, analyze, and synthesize complex technical and commercial information to provide executive-level insight and drive strategic decision-making.
  • Demonstrated proficiency in drafting complex product and business requirements, technical specifications, and access policies, and leading cross-functional initiatives from concept through execution.
  • Exceptional communicator with outstanding verbal, written, and executive-presentation skills for both internal and external audiences, including the ability to translate complex technical concepts for non-technical stakeholders.
  • Collaborative leader with the ability to work alongside colleagues on different teams and across global regions.
  • Knowledge of telecommunications and network infrastructure, including wide area networks, low-latency network architecture, cross-connects, and managed network services. Familiarity with public and private cloud platforms (AWS, Azure, GCP) and hybrid cloud network architectures as they relate to financial market connectivity and exchange access is strongly preferred.

Salary Ranges (applicable for US locations only)

Our pay ranges are determined by role, level, and location. The national new hire base pay range for this job in the United States is $256,700-$317,100 per year. This range represents the minimum and maximum base pay target for new hires working in the position full time.


Within the range, individual pay is determined by actual work location and additional factors, including job-related skills, experience, and relevant education or training.
