A CASA (Court Appointed Special Advocate) Advocate is a trained volunteer who represents the best interests of children in the foster care system. They work to ensure that each child has a safe, stable, and permanent home by gathering information, advocating in court, and collaborating with professionals involved in the child's case. CASA Advocates build relationships with the children they serve and provide judges with critical insights to help make informed decisions. Their goal is to help children navigate the child welfare system and achieve the best possible outcome for their future.
CASA Advocates typically serve children who are involved in the child welfare system due to abuse, neglect, or dependency and are appointed by courts to make independent recommendations about the child’s best interests. This often includes gathering information by meeting with children, caregivers, teachers, and social workers, attending court hearings, and preparing detailed reports for judges. Cases can range in complexity and may involve siblings, changes in placement, or educational and healthcare needs. Advocates work closely with other professionals but maintain an independent perspective focused solely on the child's wellbeing. It's a meaningful opportunity to be a consistent presence in a child's life during challenging times.
To thrive as a CASA Advocate, you need a deep understanding of child welfare, court processes, and strong advocacy skills, often supported by volunteer training and background checks. Familiarity with case management software and basic reporting tools is beneficial, along with knowledge of relevant legal and social service systems. Compassion, cultural sensitivity, strong communication, and the ability to build trust with children and families are stand-out soft skills. These capabilities ensure effective representation of a child's best interests and meaningful impact within complex legal and social environments.

To perform this position successfully, an individual must be able to perform each essential function. The requirements listed in this document are representative of the knowledge, skill, and/or abilities required. St. Joseph County provides reasonable accommodations to qualified employees and applicants with known disabilities who require accommodation to complete the application process or perform essential functions of the job unless those accommodations would present an undue hardship.
Incumbent serves as Supervisor of CASA Volunteers/Staff Advocate for the St. Joseph County Court Appointed Special Advocate Program (CASA), responsible for supervising activities of department volunteers and serving as a child advocate.
The role of the Staff Advocate is separate and distinct from that of a CASA (Court Appointed Special Advocate) volunteer. Appointment of a CASA volunteer remains the preferred model of providing an advocate for abused and neglected children, and it is the goal that every child in a dependency proceeding be appointed a CASA volunteer. When that is not possible, however, appointment of a Staff Advocate to serve as the child’s advocate may occur.
This position combines the Supervisor of CASA Volunteers and Staff Advocate responsibilities.
This is a grant funded position.
