About the Position:
The Virginia State Police (VSP) is seeking to hire a Cardinal Time and Attendance (T/A)/Transactions Manager in our Human Resources (HR) Division at our Administrative Headquarters in North Chesterfield, Virginia. The job duties for this position include but are not limited to:
• Serving as the Time and Attendance and Transactions Manager for VSP by managing and supervising daily operations related to employee time and absence management and transactions by collaborating with Agency internal and external partners to respond to inquiries and resolve issues.
• Ensuring standard operating procedures (SOPs) are updated and accurate.
• Providing instruction to the HR Analysts and field Time and Attendance Coordinators.
• Ensuring reports are processed timely and accurately.
• Ensuring the Payroll Service Bureau (PSB) issues are addressed by the established due dates.
• Ensuring compliance with all VSP guidelines, by reviewing transactions and identifying errors to determine efficiency and resolution.
• Ensuring all policies and procedures as they apply to the Department of Human Resource Management (DHRM) policy, Virginia Retirement System (VRS) requirements, PSB standards, and Cardinal system functionality.
• Problem-solving will be based on staff researching the specifics and applying knowledge of the applicable guidelines, policy, standards and system functionality.

Minimum Qualifications
Knowledge of:
• Comprehensive knowledge of human resource management principles and practices with emphasis on timekeeping, payroll operations, workforce administration, and compliance.
• Considerable knowledge of managerial and supervisory practices, including performance management, coaching, staff development, and oversight of HR operational workflows.
• Considerable knowledge of training program development and delivery for timekeeping, payroll, and HR transactions.
• Knowledge of auditing standards and practices related to timesheets and HR transactions, including discrepancy identification and corrective action communication.
• Knowledge of the Cardinal HCM system or another payroll system that includes, timekeeping, absence management, HR transactions, workflow approvals, and reporting/queries.
Skill in:
• Strategic leadership, organizational analysis, and policy interpretation.
• Designing, implementing, and evaluating enterprise-level training programs for diverse HR and operational audiences.
• Developing and maintaining SOPs, workflow documentation, and communication plans.
• Analyzing data sets, identifying error trends, creating dashboards, and presenting recommendations that align with policy limits.
• Exceptional skill in Microsoft Office applications and data analysis (pivot tables, formulas, charts).
Ability to:
• Plan, organize, and oversee agency-wide operations related to time and attendance systems, payroll reporting, leave administration, and HR transaction management.
• Supervise, coach, motivate, and evaluate staff to achieve performance goals and ensure consistent application of policies, procedures, and system functionality.
• Analyze complex timekeeping, payroll, and HR transaction data; identify discrepancies; and implement corrective and preventive actions.
• Develop, deliver, and maintain effective training programs that enhance user proficiency and improve accuracy in timekeeping and HR transaction activities.
• Communicate clearly and effectively, both verbally and in writing, with employees, supervisors, managers, and external partners to resolve issues and ensure compliance.
• Maintain, update, and enhance SOPs and desk manuals to support consistent operational practices and continuity of operations.
• Interpret statewide HR policies (DHRM, VRS, PSB) and apply them consistently across divisions to ensure compliance.
• Supervisory experience required, including assigning work, coaching, performance evaluation, and disciplinary action.
• Coursework or formal training in Human Resources, Public Administration, Business Administration, Organizational Development, or related fields.
• Experience overseeing a comprehensive HR management program, including records management.
• Experience in data auditing, analysis, and reconciliation.
• Experience in process mapping and SOP documentation.
• Ability to travel throughout the state as needed for training and stakeholder engagement.
• High school diploma or equivalent required.
Additional Considerations
• Preferred knowledge of statewide HR requirements, including DHRM policies, VRS regulations, and PSB payroll standards.
• Professional HR certifications (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR) to demonstrate advanced HR competency preferred.
• Extensive experience with Cardinal HCM, including HR transactions and Time & Attendance/Absence Management functions preferred.
• Experience with Virginia Retirement System (VRS) VNAV systems preferred.
• Familiarity with Payroll Services Bureau (PSB) payroll processing standards preferred.
• Experience with Oracle Business Suite or Oracle products preferred.
• Experience in the administration and/or processing of state leave benefits required.
