Luna Data Solutions is seeking a CAPPS Systems Analyst III for a long‑term hybrid contract opportunity in Austin.

Remote from Texas, some onsite in Austin may be required.

CAPPS HR/Payroll is the State of Texas Enterprise Resource Planning (ERP) system, built on Oracle PeopleSoft Human Capital Management (HCM) version 9.2. It includes Human Resources, Payroll, Position Management, Commitment Accounting, Time and Labor, Performance Management, and CAPPS Recruit (TAM/CG).

Responsibilities
  • Provide highly advanced consultative services and functional assistance related to the CAPPS Program.
  • Maintain functional expertise across the CAPPS HR/Payroll tower, including Workforce Administration, Payroll Interface, Commitment Accounting, Time and Labor, TAM/CG, HR Security setup and row‑level security, and interpretation of state statutes, HR policies, and labor regulations.
  • Ensure CAPPS compliance with the Family Medical Leave Act (FMLA): defining and refining FMLA plans and entitlements, customizing appropriate leave types, integrating modules, and supporting compliance reporting and auditing.
  • Serve as the functional support lead for the CAPPS HR/PY applications, performing design reviews, functional configuration, and system changes in PeopleSoft 9.2.
  • Configure tables, workflow (AWE – Approval Workflow Engine), queries (PS/Query, SAP Business Objects), and custom code (SQR, BI Publisher, SQL) to meet business needs.
  • Oversee the AWE – Approval Workflow Engine: setup, user/role management, notifications, work‑list, monitoring, troubleshooting, customization, performance, and documentation.
  • Support security, including PeopleSoft security, multitenancy, and IT security best practices.
  • Monitor batch jobs: schedule, execute, troubleshoot, validate, tune, document, and ensure compliance when schedules change.
  • Maintain tools and environment: PUM, Fluid UI, Elastic Search, data migration, and compare reports.
  • Collaborate cross‑functionally: problem solving, policy interpretation, requirements gathering, testing (UAT, regression), incident management (ServiceNow, BOSSDesk), communication with agencies, vendors, and training.
  • Coordinate project‑level activities: module implementations, fiscal‑year‑end, calendar‑year‑end, 1095‑C, legislative changes, third‑party integrations, and meeting milestones.
  • Manage the Fiscal Year‑End process: planning, scheduling, reconciliation, system configuration, mass salary loads, and benefit enrollment web services.
  • Lead the annual CAPPS Disaster Recovery exercise: scope, backups, recovery, integrated system testing, validation, documentation, improvement, and compliance reporting.
  • Provide Level 2 Service Desk support: complex tickets, troubleshooting, documentation, and basic configuration.
  • Ensure all digital content meets WCAG 2.1 accessibility standards.
  • Work per ITIL principles for ITSM and ITAM; participate in Major Incident Management, upgrade testing, and SOC‑1 audits.
  • Deliver executive‑level presentations and audit support; perform other related work as assigned.
Minimum Requirements
  • 15+ years of extensive knowledge of State of Texas applicable policies.
  • 15+ years of extensive knowledge of federal labor laws.
  • 15+ years of extensive technical skillsets with App Designer, Integration Broker, assorted SQR/SQL, BI Publisher, SAP Business Objects, etc.
  • 12+ years of extensive knowledge and experience performing system configuration changes.
  • 12+ years of extensive knowledge supporting and providing oversight with batch jobs, i.e., Run My Jobs (RMJ).
  • 12+ years of extensive knowledge of security best practices, NIST standards, and multi‑tenancy applicability for a statewide ERP instance.
  • 10+ years of extensive Texas public sector experience, directly working for or supporting a large network (30 or more) of Texas state government agencies.
  • 10+ years of extensive experience creating and managing a strategic roadmap.
  • 10+ years of extensive experience supporting the CAPPS HR/PY tower in PeopleSoft HCM version 9.2.
  • 10+ years of extensive familiarity with support tools such as PUM, Fluid, and Elastic Search.
  • 10+ years of experience performing functional project management activities in support of the CAPPS program.
  • 10+ years of experience planning and coordinating the Fiscal Year Process at a statewide level.
  • 10+ years of experience providing Tier 2 Service Desk support for a large network (30 or more) of agencies with a Managed Services vendor providing Tier 3.
  • 10+ years of experience supporting Priority 1 and Priority 2 incidents in coordination with the Major Incident Management (MIM) process.
  • 10+ years of experience participating in Disaster Recovery exercises.
  • 10+ years of experience preparing and presenting executive‑level presentations.
  • 10+ years of experience gathering and presenting applicable data in support of a variety of audits and open records requests.
  • 10+ years of experience interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements.
  • 8+ years of experience performing SQL actions needed to keep CAPPS and SPRS systems in sync.
  • 8+ years of subject‑matter expertise for configuring and coding to remain compliant with the FMLA.
  • 8+ years of experience preparing WCAG 2.1‑compliant materials for distribution.
  • 3+ years of knowledge of ITIL principles and practices for IT service management (ITSM) and IT asset management (ITAM).
Preferred Requirements
  • 10+ years of experience with and knowledge of production support activities for internal client legacy statewide financial systems.
