Job description

Job Summary:
Dutech Systems is seeking an experienced Senior PeopleSoft HCM Functional Lead to support and enhance the CAPPS HR/Payroll environment for a large-scale Texas public sector organization. The ideal candidate will possess deep expertise in PeopleSoft HCM 9.2 and will be responsible for providing functional leadership, resolving complex production issues, and collaborating with various stakeholders.
Responsibilities:
• Provide functional leadership and support for the CAPPS HR/Payroll (HR/PY) tower in PeopleSoft HCM 9.2.
• Analyze, troubleshoot, and resolve complex production issues and incidents.
• Perform system configuration changes and support application enhancements.
• Coordinate Priority 1 and Priority 2 incident resolution activities with Major Incident Management (MIM) teams.
• Work closely with managed service providers and oversee Tier 2 support activities.
• Participate in disaster recovery planning, testing, and execution.
• Develop and maintain strategic roadmaps for ERP and HR/Payroll initiatives.
• Support audits, open records requests, and compliance reporting activities.
• Prepare executive-level presentations and communicate project status to leadership.
• Collaborate with business stakeholders, technical teams, vendors, and state agencies.
• Interpret contractual requirements and ensure vendor accountability.
• Execute SQL activities necessary to maintain synchronization between CAPPS and related systems.
• Support security compliance initiatives, including NIST standards and best practices.
• Assist with production support activities, upgrades, patches, and PeopleSoft Update Manager (PUM) implementations.
• Develop and distribute WCAG 2.1-compliant documentation and communications.
Qualifications:
Required:
• 10+ years of experience supporting PeopleSoft HCM environments.
• Extensive experience with CAPPS HR/Payroll (HR/PY) and PeopleSoft HCM 9.2.
• Strong knowledge of State of Texas policies and applicable federal labor laws.
• Experience performing system configuration and production support activities.
• Expertise with PeopleSoft technologies including: App Designer, Integration Broker, SQR, SQL, BI Publisher, SAP Business Objects, PUM, Fluid, Elastic Search.
• Experience supporting large enterprise environments serving 30+ agencies or business units.
• Knowledge of security best practices, NIST standards, and multi-tenant ERP environments.
• Experience with incident management, disaster recovery exercises, and service support operations.
• Strong analytical, communication, and stakeholder management skills.
• Experience preparing executive presentations and audit-related documentation.
Preferred:
• Experience supporting Texas Comptroller CAPPS environments.
• Experience with Statewide Financial Systems production support.
• Knowledge of ITIL principles and IT Service Management (ITSM) practices.
• Experience managing strategic roadmaps and enterprise ERP initiatives.
• Experience working within Texas state government agencies.
