Job description

Position Overviewย 

The Senior Capital Project Manager reports to the Director, Real Estate and Construction, and is responsible for developing, managing, and administering capital projects from early programmingย to completion and close-out for the Facilities & Workplace (F&W) Department.ย 

This role ensures projects are delivered safely, on time, and within budget while maintaining compliance with building codes, safety regulations, and company standards. In addition, this role will support the Director of Real Estate and Construction in the development of capital governance structure, systems and processes and manage the capital portfolio.ย ย 

Success in this position requires strong technical acumen, proven project management capabilities, and excellent stakeholder collaboration skills.ย 


Capital Project Management (Primary Job Function):ย 

  • Manage the scope, schedule, budget, and quality of capital projectsย 
  • Responsible for the whole project lifecycle from programming, planning, design, procurement, construction, integration, commissioning, and closeoutย 
  • Understands the business need for each project and makes on-going decisions based on what's best for the organizationย 
  • Develop and maintain the project execution plan, specs, and documents for capital projectsย 
  • Work closely with the project teams to ensure that all deliverables are compliant with IEM's standardsย 
  • Acts as liaison with internal and external stakeholders for capital projectsย 
  • Provide oversight and directives for internal project team members and external vendors/contractors throughout the projectย 
  • Manage coordination and communications with allย parties involved, including internal and external stakeholders, other agency departments, consultants, and contractorsย 
  • Collaborate with key stakeholders and build consensusย and drive decisions and progressย 
  • Investigate, negotiate, and resolve project issues. Identify the root cause of problems and present appropriate solutionsย 
  • Representย IEM's F&Wย Departmentย atย projectย meetingsย with internal and external stakeholdersย ย 
  • Perform the following project management duties; develop the scope of work, prepare and review cost estimates; monitor and produce status reports, schedules, and budgets; monitor work in progress; approve, negotiate, and execute, funding agreements and consultant contracts,ย authorizingย contract payments per contract.ย 
  • Identify and resolve project challenges, including resource conflict, delays, budget variances, and emergencies, implementing solutions that minimize impact on project timelines and objectives.ย 
  • Prepare reports and presentations for Managementย and Executivesย onย capitalย projects.ย 
  • Conduct regular site inspections to verify adherence to building codes, safety standards, design specifications, and IEM quality standardsย 
  • Maintain accurate facility asset documentation and update design standards and construction specificationsย 
  • Ensure all safety protocols are followed on job sites and promote a culture of safety among all project participantsย 
  • Closes out projects in a timely manner, including collection of as-builts, warranty tracking, O&M manuals and final project cost information.ย 
  • Ensuring projects comply withย applicable laws, codes, regulations, and policiesย 

Capital Portfolio Managementย (Support and/or Lead):ย 

  • Development of department's capital governance, best practices, systems, processes and toolsย 
  • Development and management of the capital portfolioย (budget planning, portfolio control and management, risk and opportunity trade-off)ย 
  • Development of capitalย portfolio strategic roadmap andย business proposalsย 
  • Development, implementation, maintenance, and enforcement of departmental policies, guidelines, specifications, and standards associated with the Capital Project Delivery Processย 
  • Development of capital project cost database and schedule templates for use on future project estimatingย 
  • Development ofย metrics,ย dashboardsย andย KPIsย to report on portfolio and project health and performanceย 

Qualifications:

  • Bachelor's degree in Construction Management,ย Engineering, or related fieldย 
  • Minimum 8 years of experience managing commercial or industrial construction projectsย 
  • Demonstrated experience managing projects from conception through completionย 
  • Experienceย managing multipleย capitalย competing projects concurrently with cross-functional stakeholdersย 
  • Experienceย in managing projects of various sizes, scope details, and levels of complexity, from a few hundred thousand dollars toย multi-million dollarsย 
  • Experience in commercial andย industrialย Tenant Improvements and ground upย construction projectsย 
  • Excellentย understanding of building codes, construction methods, and safety regulationsย 
  • Strong people, organization, and negotiation skillsย 
  • Excellentย written and verbalย communicationย presentation skillsย 
  • Proficiency with project management software and Microsoft Office Suiteย 
  • Valid driver's license and ability to travel to project sites as neededย 

Preferred Qualificationsย 

  • Professional certification (Professional Engineer,ย PMP, CCM, LEED AP, or similar)ย 
  • Experience managing projects with budgets exceeding $50 millionย 
  • Experience managing capital programs or portfolioย 
  • Experienceย working on capital strategic and budget planningย ย 
  • Experienceย developing capital governance structure, system and processesย

Physical Demands & Work Environmentย 

This position requires the ability to work in both office and active construction environments. Physical requirements include:ย 

  • Frequent site visits requiring walking on uneven surfaces, climbing stairs and ladders, and navigating construction zonesย 
  • Ability to lift and move materials up to 50 pounds occasionallyย 
  • Visual acuity for reviewing plans, inspecting work, and assessing site conditionsย 
  • Exposure to varying weather conditions and moderate to loud noise levels at construction sitesย 
  • Travel to multiple project sites as requiredย 

[US Remote Compensation Range: $136,000-171,000ย USD]
