SUMMARY
Our Fluor & Energy Materials business group is seeking to hire a Capital Project Engineer to manage the St. Gabriel, LA site's annual capital program. The CPE will be responsible for all capital projects, from small to large, that make up the site's capital program. You will provide program summaries, project approvals, and cash flow profiles. The CPE will write Expenditure Proposals for the majority of the site's capital program. The CPE will provide detailed engineering, construction management, and execution of capital projects, including supervision of contract designers and regular contract staff. You will serve as the overseer of specified sections of the OSHA PSM standard, along with technical requests generated by site personnel.
KEY RESPONSIBILITIES
The following responsibilities reflect the knowledge, skills, and abilities required for the role.
  • Provide project engineering and management for executing the Site's annual capital spending program; this includes estimating, bid preparation, detailed engineering, design review, contractor supervision, project installation, and start-up support
  • Manage the Site's annual capital program from development through approval to completion
  • Ensure compliance with OSHA requirements for management of change (MOC), prestart-up safety review (PSSR), and Hazard Analysis sections of the PSM standard
  • These should be used only to describe tasks that are performed on a limited basis
  • The project engineering manager is also responsible for all safety issues associated with contractors brought on-site for the execution of capital projects
  • This position also has responsibility for the maintenance of the management of change system on capital projects

Requirements:
  • 5-8 years of experience in Projects
  • P.E. license is desirable
  • Strong computer skills
  • Able to communicate with all levels of people inside and outside of the organization
  • Strong organizational skills
  • Strong working knowledge of engineering and manufacturing-related policies
  • Knowledge of engineering contracting and project execution contracting/strategy is a key tool for job execution
  • Trained in the application of process safety management (PSM) and process hazard analysis
  • Contractor management and project development skills in combination with unit knowledge; this ensures that money is not wasted by performing engineering on projects that ultimately do not get installed due to a lack of justification

The compensation for this position will typically range from$108,000 - $200,000, per year.
