Job description

Description Project Manager Analytics Specialist III The Project Manager will assist in the oversight of the cannabis business licensing process and the development of revenue-sharing fund plans tied to cannabis tax proceeds. This role supports regulatory compliance, applicant-facing operations, and fiscal planning, ensuring licensing moves efficiently while community reinvestment funds are allocated transparently and in line with all local ordinances. Examples of Duties Licensing Administration Manage the end-to-end cannabis business license application process, including intake, completeness review, and tracking through approval or denial Coordinate with applicants, legal counsel, zoning, and public safety departments to verify compliance with municipal cannabis ordinances and state regulations Maintain accurate licensing records, application timelines, and status reporting for leadership and public dashboards Identify process bottlenecks and implement improvements to reduce application turnaround time Ensure equity program requirements (if applicable) are properly verified and documented Cross-Functional & Stakeholder Coordination Serve as a primary point of contact for applicants, licensees, and community stakeholders regarding licensing status and fund allocation questions Prepare materials and presentations for public meetings, council briefings, and regulatory hearings Coordinate with legal, finance, code enforcement, and external auditors as needed Track legislative and regulatory changes at the state/local level that affect licensing or revenue use Project & Data Management Build and maintain project timelines, milestones, and tracking tools for both licensing and fund distribution cycles Produce regular status reports and metrics (application volume, approval rates, fund disbursement progress) Maintain documentation supporting audits and public records requests Minimum Qualifications Education Bachelor's degree with major in human resources, data analytics, project management, business, management, organizational development, or labor relations.

Preferred 4+ years of project management experience, ideally in a government, regulatory, or software developmentenvironment. Strong understanding of municipal budgeting, grants, or public fund administration Excellent written and verbal communication skills, including experience preparing materials for public bodies Proficiency with project management and data tracking tools (e.g., Excel, Smartsheet, Asana, or similar) Ability to manage multiple deadlines and stakeholders simultaneously Experience with cannabis regulatory programs, social equity licensing, or other regulated industries (alcohol, gaming, etc.) Familiarity with public funds, grant administration, or revenue-sharing program design Experience working with city council, commissions, or other public oversight bodies Experience Project Manager & Analytics Specialist III - Advanced levels of responsibility and three to four (3-4) years of human resources experience in any combination of the following components: compensation, recruitment/staffing, benefits, labor relations, employee relations, training and development, and organizational development.
