Position Summary
The Public Safety Captain is responsible for coordinating the administrative and operational functions of an assigned patrol division. The Captain supervises Lieutenants and Sergeants, coordinates staffing plans, schedules, payroll review, training activities, and special event operations, while ensuring department policies and the operational priorities established by the Director of Public Safety are consistently implemented.
Essential Duties
  • Coordinates shift staffing, schedules, overtime assignments, and leave requests.
  • Reviews payroll and attendance records prior to submission for final approval.
  • Supervises Lieutenants and Sergeants and provides performance coaching.
  • Reviews incident reports, patrol logs, and operational documentation.
  • Coordinates staffing for University events and emergency operations.
  • Conducts inspections of personnel, equipment, and assigned facilities.
  • Ensures compliance with departmental directives and University policy.
  • Responds to significant incidents requiring supervisory command.
  • Maintains accountability for vehicles, radios, keys, uniforms, and departmental assets.
  • Coordinates training and monitors required certifications.

Secondary Responsibilities
  • Assists with hiring processes.
  • Prepares operational reports.
  • Serves in the on-call rotation.
  • Performs other assigned duties.

Required Qualifications
  • High school diploma or GED required; associate degree or higher preferred.
  • Minimum of three years of experience in campus public safety, security, law enforcement, military, or a closely related field.
  • Demonstrated supervisory, leadership, communication, and report-writing skills.
  • Valid driver's license with the ability to meet University driving standards.
  • Pennsylvania Act 235 certification or the ability to obtain Act 235 certification within six (6) months of appointment.
  • Ability to exercise sound judgment and maintain professionalism during emergency situations.
  • Knowledge of and commitment to the mission and values of the University.

Preferred Qualifications
  • Associate's degree or higher.
  • Previous experience in a higher education public safety environment.
  • Working knowledge of Clery Act, Title IX, and VAWA requirements.
  • Previous experience supervising personnel in a 24-hour operation.

Physical Requirements and/or Unusual Work Hours
  • Ability to sit, stand, walk, climb stairs, and operate a vehicle for extended periods.
  • Ability to lift up to 50 pounds.
  • Ability to work weekends, holidays, and during University emergencies.
  • Position is designated as essential personnel.
