Job Summary:

This positionis responsible forexecuting oncomprehensive needs and solutions assessments to address a wide range ofT&Sreliability and infrastructure needs.This position is expected todevelop internal staff, collaborateacrossorganizations,and leadexternal (consulting) resourcesacrossawide-rangeof utility disciplines (P&C, Engineering, etc.)in the pursuit ofproject development.Some specific responsibilities include oversight of the followingT&S capital planactivities:

  • Responsible for thedevelopment ofthe majority ofnew T&S capital projects to a Conceptual design level(IP2)readyfor financial approvaland eventual handoff for project Execution (i.e. detailed design, procurement, and construction).

  • Responsible for ensuring thatall proposedT&S projects meetstakeholder and internalInvestment Plan requirementsby ensuringproperjustificationandsupportingdocumentationis available.

  • Lead member and contributorroleat theTransmission System review Group (TSRG) responsible for vetting and approving new projects prior to delivering them for execution.Includes thorough reviewand feedbackofsubmittedTSRG stakeholder materials.Maytake onroleof chair or vice-chair of TSRGfor AVANGRID.

  • Responsible for technical,investmentoversightand decision making forall T&Scapital projectsfrominceptionthrough construction.

  • Supportsall aspects ofAVANGRID'sLong Term Outlook oftheT&S CAPEXinvestment portfolio includingrate case preparations,regulatory funding commitments,ISOreporting, etc.

  • Regular collaboration with Operations, Maintenance, and Planning personnel toidentifyand mitigateT&S system issues.

  • InvestigatesreportsofT&S system needsrequiring comprehensive intervention assessmentsin a prioritized manner to ensure that issues areappropriatelyaddressed in AVANGRID's long terminvestment plan(e.g.operations, maintenance, field surveys, etc.).

  • Establishes the acceptable level of documentationrequiredfor projectsbased on the cost, complexity, and regulatory requirements associated with each project.

  • Extensivepresentation andreport preparation(and orreview/editing)skills areessentialincluding the ability toconcisely articulate decision making. This includes both executive and comprehensive level explanations ofsystem needsranging in complexityalong with mapping torecommendedsolutions (or planned projects).

  • Ability topresent compelling messages to internal and external stakeholders including executives,regulator's, andISO's.

Key Responsibilities:

Strategic and Technical Leadership: Provides strategic leadershipand collaboration withteamsworkingacross multiple operating companies and geographic locations. Initiates, leads,collaboratesor advises on a broad range ofhighly complexmulti-disciplinary issues across electric Networks business areas such as Asset Management,T&S project technical review,System Topology design, Reliability and Resiliency, Equipment Standardization,Equipment Ratings,andProtection & Control. Provides leadershipandfacilitatescollaborativedecision making.

Communicate,influenceand motivate:Use of excellent verbal and written communication skills with all levels of management to inform and influence others, providing strategic input for business plans and decision making.Serves as a witness on a broad range of regulatory and technical issues to advance businessobjectives(ISO's,sitingcouncil, PUC's, etc.).Represent AVANGRID in national and regional forums.

Predict needs, direct the development of solutions:Initiate studies/activitiesrequiredtoidentifyissues and system needs, evaluate threats/opportunities, define and prioritize system-wide solutions based on risk,valueand implementation complexity.

Regional Strategy & Regulatory:Representscompany interests before regional and regulatory bodies. Provides strategic guidance and support on complex regulatory and technical issues.Assistsexecutive and other senior leaders inidentifyingand managing risks, opportunities and business uncertainty driven from such things as changes in the industry (regulatory, process, forecasts) and projects/ growth endeavors under consideration. Provides input into the development of processes and strategies for the business unit that reflect knowledge of national, regional, and local dockets,ordersand regulations. Anticipatesimpactsof legislative and regulatory changes to tariffs, investment rate recovery and business strategies and plans. Stays abreast of changes in the industry andinitiateeffective responses across business areas, such as studies/assessments, evaluation ofthreats/opportunities/possible outcomes, and recommendation of alternatives based on risk,valueand implementation complexity. Represent AVANGRID in national and regional forums.

Requirements:

  • Bachelor's degree in Electrical, Civil, or Structural Engineering or related.

  • An advanced education such as an MBA and/or a Professional Engineering License is a plus.

  • 10+ years of practical experience and working knowledge across a broad range of T&D Power Systems including planning, engineering, construction or operations.

  • T&S Power Systems - Practical Knowledge:Planning, Design, Operations, & Maintenance (e.g.power systems, civil, structural, construction, etc.).

  • Applicable Design Codes and Criteria(Knowledge & Use):In-depth understanding ofinternal/externalcodes & criteria (e.g.NESC,ASCE, AGR TM's, etc.)andtheirapplicationtoexisting"brownfield" and/ornew "greenfield" facilities.

  • Regional& Regulatory Requirements & Constraints:In-depth understanding ofprojectcost recoverymechanisms(NE-PTF regionalization&NY-Rate Case), documentation requirements, Non-Wires Alternatives(NWA)laws/regulations, and AVANGRID's IP Process.

  • Communicating/Influencing & Engineering Documentation: Understanding and conveying ideas clearly and convincingly. Includes Written, Verbal, Presentation Development.Ability to adequately document and interpret engineering documentation, review and approve engineering work done by others.Team Management:Ability to lead, and be accountable for, internal and external (consulting) staff toward a common goal.Includes the ability to organize, schedule, and lead a team towardthe successfulcompletion of commitments.
