501712 Procurement Manager / Senior Buyer

Position Summary

The Procurement Manager / Senior Buyer is responsible for establishing and leading the company's subcontract and procurement function while serving as the primary buyer for all direct and materials. This is a hands-on leadership role that requires developing the company procurement department from the ground up, including updating/creating policies, procedures, templates, and controls that support business growth, regulatory compliance, and operational excellence.

This individual will partner closely with Quality, Contracts, Accounting, Engineering, and Manufacturing to ensure procurement processes comply with AS9100 requirements and support customer, regulatory, and contractual obligations. The successful candidate will have demonstrated experience leading and successfully passing a Contractor Purchasing System Review (CPSR), implementing ERP purchasing modules, automating procurement workflows, and building high-performing procurement teams.

Job Responsibilities:

  • Establish and lead the company's subcontract and procurement department
  • Lead the implementation and optimization of the ERP purchasing module.
  • Design and implement automated purchase requisition workflows and approval processes.
  • Create standardized procurement templates including:
    • Purchase Orders
    • Purchase Requisitions
    • Supplier Evaluation Forms
    • PO Terms and Conditions
  • Manage all purchasing activities for direct materials
  • Negotiate pricing, terms, contracts, and long-term supplier agreements.
  • Develop strategic supplier relationships and perform supplier evaluations. 
  • Develop, document, and maintain procurement policies and standard operating procedures.
  • Partner with the Quality department to ensure procurement processes fully align with AS9100 requirements.
  • Ensure subcontracting and purchasing activities comply with customer flow-down requirements, government regulations, and contractual obligations. 
  • Maintain documentation and records supporting quality, regulatory, and audit requirements. 
  • Drive continuous improvement initiatives across procurement processes.
  • Support proposal and estimating efforts through supplier pricing and sourcing strategies.
  • Improve supplier performance and procurement efficiency through measurable KPIs.
  • Reduce procurement cycle times while improving purchasing controls and visibility.
  • Ability to multi-task and effectively operate in a high pace environment 
  • While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use tools or controls; normal physical activity (reach with hands and arms; climb stairs): and communicate effectively with all levels of employees and leadership. The employee must occasionally lift or move office products and supplies up to 25 pounds.

Education and Qualifications:

  • Bachelor's degree in Supply Chain Management, Business, Operations, Engineering, or a related field. Years of experience may be substituted for a degree.
  • Minimum 5 years of procurement and supply chain experience.
  • Minimum 2 years leading procurement teams and managing procurement organizations.
  • Proven experience leading and successfully passing a Contractor Purchasing System Review (CPSR).
  • Strong understanding of FAR, DFAR, Government Contracting, AS9100 and other quality standards
  • Strong leadership and communication skills.
