Job description

IMAQ Resources, LLC, is seeking a Program Manager-Site Lead to support the Air Force Utilities Privatization and Enhanced Use Lease (EUL) programs in San Antonio, TX. The Program Manager provides strategic leadership and oversight for the execution of federal energy and infrastructure programs, including Utilities Privatization (UP), Public-Private Partnerships (P3), and environmental initiatives in support of the Air Force Civil Engineering Command (AFCEC).

This role is responsible for integrating program execution across a multi-disciplinary team, ensuring alignment with Air Force priorities, contract requirements, and mission outcomes. The Site Lead serves as the primary interface with senior government leadership, driving decision-making, managing risk, and ensuring timely delivery of critical program milestones.

Key Responsibilities

  • Lead and direct a team of program and project managers across Utilities Privatization, real estate, and environmental portfolios
  • Establish priorities, assign workload, and ensure alignment with contract objectives and AFCEC strategic goals
  • Serve as the accountable lead for program execution, performance, and deliverables
  • Serve as primary liaison to AFCEC senior leadership, providing strategic recommendations and actionable insights
  • Lead executive-level briefings, decision packages, and program reviews
  • Ensure leadership is informed of critical risks, milestones, and approvals
  • Oversee development and execution of KPIs, dashboards, and performance analytics
  • Identify trends, risks, and opportunities across the portfolio and implement corrective actions
  • Drive continuous process improvement and operational efficiency
  • Lead governance processes including eSS approvals, staffing packages, and senior leader coordination
  • Ensure timely routing, tracking, and completion of key program approvals
  • Standardize workflows and improve approval cycle efficiency
  • Oversee Monthly Activity Reporting (MAR) and ensure accuracy, completeness, and executive relevance
  • Integrate cross-functional efforts across engineering, contracting, environmental, and real estate teams
  • Support capture strategy, proposal development, and client engagement efforts
  • Identify opportunities for program expansion and innovation within AFCEC portfolios
  • Provide mentorship, coaching, and performance management for assigned staff
  • Foster a high-performing, collaborative team environment
  • Drive accountability, ownership, and professional development across the team

Required Qualifications:

  • Bachelors degree in a relevant field such as Engineering, Business, Energy, Organizational Leadership, Education, Human Relations, or equivalent experience supporting federal programs.
  • 5+ years of experience supporting DoD or federal programs
  • 5+ years of leadership or team management experience
  • Demonstrated experience leading complex, multi-stakeholder programs
  • Strong communication skills with experience briefing senior leadership
  • Ability to obtain and maintain a security clearance

Preferred Qualifications:

  • Experience with Air Force Civil Engineering Command programs and mission sets
  • Program Management Professional (PMP) certification
  • Experience in Utilities Privatization (UP), P3, or federal infrastructure programs
  • Experience with DoD contracting and acquisition processes
  • Advanced data analysis, KPI development, and performance reporting
  • Experience with workflow automation tools and database systems
