Stantec is seeking a Tolls Systems & Operations Project Manager with a minimum of 15 years of experience to join our team. The overall responsibilities will involve providing project management and technical consulting services for electronic toll collection to various tolling and transportation agencies across the United States. Key activities will include strategic project planning, project development, vendor procurement for tolling systems, implementation oversight, performance monitoring, operations management, and research on innovative roadside and back-office electronic tolling solutions,
Additional responsibilities will encompass business development, client outreach, proposal preparation, thought leadership, representation in the tolling industry, advocacy, and various marketing and business development activities.
Qualified candidates should have substantial experience in project management and technical consulting services related to the planning, design, procurement, implementation, operations, and maintenance of both roadside and back office tolling systems. Additionally, experience in managing client relationships is essential. Some work assignments may involve traveling approximately 25-30% of the time.
Summary of essential job functions
  • Manage toll technology and operations consulting services contracts for public toll agencies.
  • Manage the design, development, integration, testing, and operations of electronic tolling systems.
  • Manage any design, operational, and maintenance issues with tolling vendors.
  • Conduct risk and issue assessment, tracking, and mitigation on tolling projects.
  • Provide subject matter expertise on tolling systems/technologies and recommend solutions.
  • Support continuous improvement for tolling systems through process enhancements and automation, and the use of innovation and emerging technologies such as Artificial Intelligence.
  • Conduct analyses of business and customer needs, document requirements and processes, develop reporting, analytic and information solutions, financial analysis, auditing, and budgeting.
  • Track and resolve issues that arise during back office and roadside toll system implementations including issues related to schedule, functionality, performance, requirements, coordination with other tolling systems, coordination with tolling vendors, and coordination with third-party service providers.
  • Manage testing, validation and operational oversight of toll collection technologies, verifying conformances with Key Performance Indicators, performance requirements and client expectations.
  • Manage the development of Request for Proposals for electronic tolling systems and services.
  • Establish and maintain effective written and verbal communications with client staff, toll vendors, other consultants and direct reports to ensure project success.
  • Ensure that all plans, documents and deliverables provided by tolling vendors meet project requirements and industry best practices.
  • Perform marketing and business development activities including client relationship management, client outreach, proposal preparation, thought leadership, toll industry advocacy and representation

Minimum requirements
  • Bachelor's Degree or Master's Degree in Accounting, Business Management, Computer Science, Engineering, Finance, Science, Technology preferred.
  • 15+ years progressive experience providing project management and technical consulting services for technology implementation and operations.
  • 10+ years direct roadside and back office toll systems and operations project management experience.
  • Demonstrated experience within the tolling industry managing the implementation and operation of electronic tolling systems with emphasis on design, development, testing, and maintenance.
  • Demonstrated experience and understanding of electronic tolling system architecture, leading-edge technology solutions, and operational and maintenance processes.
  • In depth understanding of the tolling industry such as toll policy and planning, business rules, technology trends, procurements, implementations, operations and maintenance.
  • Experience in preparing cost estimates for tolling projects including proposal scoping, capital system costs, operational costs, maintenance costs and conducting cost benefit analyses.
  • Experience with toll operations and maintenance organizational functions and practices.
  • Experience with enterprise IT systems, data centers, cloud infrastructure, enterprise software, and business intelligence solutions.
  • Experience in managing client relationships by recognizing and addressing client needs and expectations.
  • Demonstrated ability to deliver task and project assignments within expected timeframes, budget and level of quality expected by the client.
  • Demonstrated ability to market new work with potential clients including proposal development, presentations and interviews.
  • Proven ability to work effectively both remotely and in a remote team environment.
  • Excellent written and verbal communication skills, including analysis and interpretation of complex written documents, as well as client communications and managing customer expectations.
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint), Microsoft Project, Microsoft One Drive, Microsoft Teams and Microsoft CoPilot.

Pay Range:
• Locations in CO, HI, IL, MD & Various CA, NJ Areas-$132,000.00 - $198,000.00 Annually
• Locations in WA, DC & Various CA, MA areas-$141,600.00 - $212,400.00 Annually
• Locations in NYC & CA (Bay Area) & NJ (RP)-$151,200.00 - $226,800.00 Annually
Pay Transparency: In compliance with pay transparency laws, pay ranges are provided for positions in locations where required. Please note, the final agreed upon compensation is based on individual education, qualifications, experience, and work location. At Stantec certain roles are bonus eligible. Actual compensation for part-time roles will be pro-rated based on the agreed number of working hours per week.
Benefits Summary: Regular full-time and part-time employees (working at least 20 hours per week) have access to medical, dental, and vision plans, a wellness program, health saving accounts, flexible spending accounts, 401(k) plan, employee stock purchase program, life and accidental death & dismemberment (AD&D) insurance, short-term/long-term disability plans, emergency travel benefits, tuition reimbursement, professional membership fee coverage and paid family leave.
