QUALIFICATIONS:
1. Master's degree in education, business management or accounting.
2. Illinois Professional Educator's License with General Administrative endorsement with State of Illinois Chief School Business Official Endorsement.
3. Minimum of five years experience in a public school setting, performing management, business or fiscal support services, collective bargaining and related functions and at least three years of supervisory capacity.

REPORTSÂ TO:Â Superintendent of Schools
ESSENTIAL FUNCTIONS:Â
Serves on the Superintendent's team and advises the Superintendent on issues of finance and human relations for all staff. In addition, the business manager leads and directs other directors, building principals, and supervisors, in the effort to develop budgeting processes and recruitment of staff to best meet the needs of all students. Performs all duties as may be assigned by the Superintendent.
Business Operations      Â
1. Approve all purchases for supplies, materials, and equipment, in keeping with the District Budget. Make such purchases according to School Board Policy and arrange competitive bids whenever feasible. Establish an efficient system of supply requests for all school personnel.Â
2. Supervises the collection, safekeeping and distribution of all funds. Assumes the responsibility for an accounting procedure adequate to record, in detail, all financial transactions. Arranges for the internal auditing of District accounts, acts as payroll officer. Prepares necessary reports to the Board of Education, outlining the financial operations of the District. Manages the District's insurance program. Compiles all necessary data to formulate a District Budget. Acts as the budget control officer. Acts as advisor to the Superintendent on the District Budget and all other business and financial questions.
3. Responsible for filing quarterly financial reimbursement claims for all Federal and State Grants.
4.  Responsible for maintaining and identifying current inventories on all property and equipment owned by the Harvey Public Schools District 152.
5. Works in conjunction with the Director of Buildings and Grounds to establish a program of preventive maintenance for transportation equipment. Establishes a program of bus safety for all grade levels.Â
6. Responsible for recruiting, screening, hiring, assigning, supervising, and evaluating personnel for positions  in the offices under his/her jurisdiction. Establishes in-service programs for personnel under his/her jurisdiction. Recommends to the Superintendent the promotion, retention, or dismissal of personnel in the positions under his/her jurisdiction.
7. Responsible for payroll records of District employees and for all records of fringe benefits.Â
8. Will work directly with the Superintendent in placing all professional employees at the appropriate level on the salary schedule. Ensures that each employee submits all documentation to the District before rewarding advancement on the salary schedule and/or salary increases.
9. Plan, coordinate, and develop priorities for all District programs, which operate with financial assistance from all grant programs.
10. Responsible for managing the operation of the District breakfast and lunch programs.
11. Develops all salary schedules used in the district. Develops comparability information to be used in negotiations with employee organizations. In conjunction with the board of education will act as chief negotiator in conducting negotiations with the local education association.
12. Designs and develops records, reports, forms, and systems of data processing, appropriate to the needs of the District.
13. Keeps informed of and interprets laws, regulations, and statutes affecting the District.
14. Responsible for other administrative duties other than those listed, as may be assigned by the Board and/or the Superintendent of Schools.
