Software R&D and Product Management Manager Position Overview

We are seeking a dynamic Software R&D and Product Management Manager to lead the innovation, development, and lifecycle management of software solutions supporting Emergency 911 services. This role requires deep expertise in software systems for IP-based telecommunications, spanning both back-end routing technologies and front-end user interfaces. The ideal candidate brings proven experience guiding product strategy from concept through deployment. This leader will balance technical depth with strong product management discipline to deliver mission-critical, standards-compliant solutions that enhance public safety. The role requires a visionary thinker capable of driving cross-functional, multi-national teams to meet evolving market and regulatory demands.

Key Responsibilities
  • Strategic Leadership
    • Define and execute the R&D roadmap for Emergency 911 software products.
    • Ensure alignment with NENA i3 and other industry standards.
    • Monitor emerging technologies (NG911, IP-based routing, GIS integration) and integrate them into product strategy.
  • Product Management
    • Own end-to-end product lifecycle processes, including: Market research Requirements gathering Roadmap planning Prioritization Release management Post-deployment support
    • Partner with stakeholders (PSAPs, carriers, government agencies) to translate operational needs into actionable product features.
    • Develop business cases, pricing models, and go-to-market strategies.
  • R&D Oversight
    • Lead cross-functional engineering teams in designing, prototyping, and delivering scalable, resilient, and standards-compliant solutions.
    • Ensure interoperability testing and certification with NENA and other regulatory entities.
    • Promote modern development practices such as Agile, DevOps, and CI/CD.
  • AI-Enabled Development & Testing
    • Champion the adoption of AI-powered coding, code review, and automated testing tools.
    • Drive implementation of AI-driven regression testing, defect prediction, and test generation.
    • Collaborate with Data & AI teams to evaluate and integrate emerging technologies that improve product quality and developer efficiency.
    • Foster a culture of innovation by piloting AI-enabled development practices and sharing best practices across teams.
  • Collaboration & Compliance
    • Engage with industry bodies, standards committees, and technology partners to stay ahead of regulatory and technical shifts.
    • Ensure products meet all federal, state, and local compliance requirements for emergency communication systems.
  • Innovation & Quality
    • Champion innovation in areas such as: Location accuracy Multimedia call handling (video, text, data) Cloud-native NG911 solutions
    • Establish rigorous QA processes to ensure reliability in mission-critical environments.

Qualifications

Bachelor's or Master's degree in Computer Science, Engineering, Telecommunications, or related field. 8+ years of experience in software product development, including 3+ years in product management or R&D leadership. Demonstrated success delivering compliant, mission-critical software solutions. Strong leadership, communication, and stakeholder management skills.

Desired Skills

Knowledge of Emergency 911 systems, NENA i3 standards, and public safety communications. Experience with GIS, SIP protocols, and IP-based call routing. Familiarity with cloud platforms (AWS, Azure, GCP) and microservices architectures. Ability to balance innovation with regulatory compliance and customer requirements. Excellent analytical and problem-solving skills.
