Bus Operations Facility is located at 1101 Teasley Lane, Denton, TX

PURPOSE OF JOB

The Operations Manager manages the daily transportation operations personally or through subordinate supervisors and Coach Operators. Incumbents must be available to work all days and all hours where services are performed, including holidays and all shifts.

ESSENTIAL FUNCTIONS

The following duties are standard for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.

  • Maintains 24/7 communication with the Director of Bus Operations for system status, exceptions and personnel/operational issues.
  • Reviews and ensures accuracy, thoroughness and timely completion of operations reports, including dispatch log, daily operations reports, accident and incident reports, register sheets and extra board utilization.
  • Assists with the development and implementation of operating rules and procedures. Includes creating memos and postings that contain pertinent information to ensure the Companyโ€™s values and expectations are met.
  • Provides validation, recommendations and coordinates with Planning and Service Scheduling regarding future service changes and adjustments to the current schedules for purposes of on-time performance, operator safety and comfort, and customer convenience. Leads supporting efforts for any such Operator bids necessary as a result of scheduling.
  • Assists with the operational issues of the system wide bus stops (safety, placement amenities) and routes for safety purposes and proposes necessary amendments.
  • Collaborates closely with vendors/contractors, such as UNT.
  • Provides operators with clear instructions and develops plans to improve their performance reviews. Assists operators with questions, concerns and issues and develops sound resolutions within Company guidelines. Coaches and counsels operators as necessary.
  • Works with Director of Bus Operations to establish the overall direction of the department by determining priorities, setting goals and objectives and managing the activities of Operation Supervisors by providing challenging assignments, goals and developmental opportunities. Actively participates in employee development and succession planning.
  • Manages and assigns operating and supervisory staff and resources, restructures schedules and shifts to ensure that the objectives are achieved within budgetary constraints.
  • Guides Operation Supervisors to ensure all actions are in accordance with the labor contract agreement, company policy and rules and regulations.
  • Assists in the investigation of accidents and passenger complaints involving Company vehicles and employees; evaluates the Company's position and initiates necessary measures.
  • Assists Training Department in developing operator and operations supervisor training requirements.
  • Plans, coordinates, monitors and updates the multiple annual service changes including the Coach Operator bidding of assignments, Floating Holidays, Vacations/PTO, Intelligent Transportation System changes and Operations Supervisor staff assignments.
  • Develops business metrics and key performance indicators and implements processes and procedures based on findings and recommendations.
  • Analyzes budgetary/financial impacts and makes decisions/recommendations.
  • Establishes general operating procedures for dispatch and road supervision.
  • Oversees processing of employee payroll information and approvals of same.
  • Makes recommendations to the Director of Bus Operations regarding discipline; may resolve first-step grievances and conduct discipline hearings.
  • Represents the Company as designated in meetings to further agency interests.
  • Ensures bus operations regulatory compliance.
  • Performs all duties of the Operations Supervisor as needed for coverage.
SUPERVISORY RESPONSIBILITIES

Manages Operations Supervisors and Coach Operators alongside Director of Bus Operations. Counsels, supervises and evaluates the performance of supervisors and operators and other department subordinates; issues disciplinary warnings and assists in grievance procedures. Carries out supervisory responsibilities in accordance with the organization's values, policies and applicable laws. Is responsible for the overall direction, coordination, and evaluation of this unit. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Must be 21 years of age or older. Bachelors' Degree in administration, transportation, or related field. Five years of experience in public transit operations. Two years of management experience (one of which should be in a public transit/transportation environment), or an equivalent combination of education and experience. A minimum of one year as a coach operator preferred. Previous supervision of a represented workforce highly desired. Requires proper license(s) with endorsements and certifications to operate a passenger motor coach. Must possess a safe driving record.
