What you'll be doing:
The On-Call Building Official will work on as needed basis. This position is responsible for directing all disciplines of the Building Department including the coordination of all requests for building permits, the examination of plans, and the provision of all inspections to ensure accurate building code compliance.
Essential Job Functions
  • Assists in preparing and administering department's budget and monitors the revenues and expenditures of the adopted budget.
  • Implements plans, policies, and practices as directed.
  • Assists in formulating plans, contract documents, and general policies with respect to Building department activities.
  • Organizes, directs, coordinates and reviews activities and work standards, and accomplishments with respect to the Building department.
  • Directs and coaches individuals under supervision in order to ensure the proper performance of their duties.
  • Confers with the Development Services on questions of departmental policy and activities.
  • Investigates and resolves complaints; explains policies, activities, and accomplishments to public groups.
  • Makes presentations to boards, commission, civic groups, and the public as required.
  • Refines existing planning and building practices to improve both quality and quantity of work output as directed.
  • Prepares monthly report of division's previous month's activities and service levels.
  • May serve as the City's Floodplain Manager and coordinates activities accordingly.
  • Performs building inspections or reviews inspections for compliance as needed.
  • Responds to requests from the Broward Sheriff's Office and Coral Springs/Parkland Fire Department to investigate fires and accidents involving structures to verify safety to residents and first responders, or post the structure as unsafe.
  • Coordinates post-disaster Building Department activities and responds to EOC requests for Rapid Impact Assessment (RIA).
  • Attends required senior staff meetings.
  • Performs other related duties as required/assigned.

Qualifications
MINIMUM EDUCATION AND EXPERIENCE
  • Bachelor's Degree in Construction Management, Engineering, Public Administration, Architecture, or comparable courses of study.
  • Five (5) years of full-time experience in the industry.
  • Must be able to meet the certification requirements of the Broward County Board of Rules and Appeals as found in Chapter 1 of the Broward County Administrative provisions of the Florida Building Code.
  • Must possess a CBO - Certified Building Official license issued by the State of Florida.
  • Must possess or be eligible to obtain a CBO - Certified Building Official license issued by the State of Florida.
  • If also acting as the Floodplain Manager, must possess or be able to obtain a CFM - Certified Floodplain Manager license issued by the Association of State Floodplain Managers.
  • Must possess FEMA 100, 200, 300, 400, 700, and 800 certifications, or the ability to obtain within the first six (6) months of employment.
  • Must possess a valid driver's license with an acceptable driving record.

KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of the principles and practices of modern office organization and personnel management.
  • Knowledge of the standards, principles, and practices of the construction industry.
  • Knowledge of Florida Building Code, City Codes and Ordinances.
  • Skill in the use small office equipment, including copy machines or multi-line telephone systems.
  • Skill in using computers for data entry.
  • Skill in using computers for word processing and accounting purposes.
  • Ability to take direction from supervisors and implement plans, policies, and practices as directed.
  • Ability to refine existing planning and building practices to improve both quality and quantity of work output.
  • Ability to read, understand, and interpret site plans and plats, blueprints, specifications and related documents for conformance with applicable city ordinances and standards of the Florida Building Code.
  • Ability to read and interpret complicated codes and communicate the codes to employees and the public.
  • Ability to develop plans, contract documents, and apply general policies as they relate to the Building department activities.
  • Ability to plan, organize, manage, and administer the work of assigned staff.
  • Ability to communicate effectively, both verbally and in writing, and to keep concise, accurate records.
  • Ability to establish and maintain effective working relationships with employees, other departments, directors, and the public.

Working Conditions & Physical Requirements
  • Work environment is typically performed in a dynamic environment that requires sensitivity and responsiveness to changes that include goals, priorities, and needs of the organization and position.
  • The work is light and requires exerting up to 20 pounds of force occasionally, and up to 10 pounds of force to move objects.
  • Additionally, the following physical abilities are required: balancing, climbing, manual dexterity, grasping, handling, hearing, kneeling, lifting, mental acuity, reaching, repetitive motion, speaking, standing, talking, visual acuity, and walking.
