Job Description
Atlas is seeking an experienced quality control Building Systems Inspector in Gresham, OR to support construction of the Bull Run Filtration Facility, a multi-billion-dollar water treatment facility serving the Portland metropolitan region.
This position requires comprehensive quality control building inspection capability with strong structural expertise preferred. The quality control inspector will oversee structural systems, building envelope components, architectural finishes, and embedded utilities to ensure full compliance with project documents, codes, and specifications, supporting delivery of fully integrated building systems from foundation through final completion.
Core Responsibilities
  • Perform daily inspections of building and structural systems not limited to but including:
    • Reinforced concrete foundations, walls, slabs, and structural components
    • Structural steel erection, bolting, and welding verification
    • Masonry construction
    • Wood and metal framing systems
    • Building envelope systems (waterproofing, cladding, roofing interfaces)
    • Exterior siding systems and architectural finishes
    • Interior finishes and completion items
    • Coordination of embedded utilities such as electrical conduit and mechanical penetrations within structural systems
    • HVAC installations
  • Verify compliance with approved drawings, specifications, and applicable local and state building codes (IBC and related structural standards).
  • Review structural and architectural shop drawings to understand inspection criteria and hold points.
  • Coordinate with certified testing personnel for structural steel, welding, and concrete testing verification.
  • Conduct pre-pour, pre-erection, and pre-installation inspections.
  • Inspect building envelope installations for proper weatherproofing, flashing, and system integration.
  • Identify and document non-conforming work and track corrective actions.
  • Maintain thorough daily inspection reports with photographic documentation.
  • Participate in preparatory meetings, quality meetings, and substantial completion ins
  • Support development of punch lists and final building turnover documentation.
  • Coordinate with Mechanical and Electrical Inspectors to ensure full building systems integration.
  • Report directly to the Atlas Quality Control Supervisor.

You'll thrive here if you have
  • Minimum 5-8 years of building or structural inspection experience on commercial, industrial, or heavy civil projects.
  • Demonstrated experience inspecting reinforced concrete, structural steel, masonry, and framing systems.
  • Ability to read and interpret structural drawings, architectural plans, shop drawings, and specifications.
  • Working knowledge of the International Building Code (IBC) and structural standards.
  • Experience documenting inspections and deficiencies using construction management software.
  • Strong understanding of building envelope systems and integration with structural components.
  • Ability to work full-time onsite in an active heavy civil/industrial construction environment.
  • Preferred Qualifications (not required)
    • Oregon Inspector Certification (OIC), or ability to obtain.
    • Oregon Code Certification - Commercial Building Inspector and/or A-Level Structural Inspector.
    • International Code Council (ICC) Commercial Building Inspector and/or Structural Inspector certification.
    • Experience on large-scale public infrastructure projects ($100M+).
  • ACI standards (concrete inspection)
  • AISC standards (structural steel)
  • ASTM material standards
  • Structural steel bolting and welding inspection practices
  • Building envelope and waterproofing systems
  • Local Building, Plumbing, and Electrical Codes
  • Experience with construction management platforms
  • Bluebeam and Microsoft Office Suite
  • 100% onsite presence at Bull Run Filtration Facility (Gresham, OR)
  • Active heavy civil and industrial construction site
  • Exposure to outdoor conditions and large-scale construction operations
  • Ability to pass criminal background, MVR and drug screen upon offer.
  • Valid driver's license required.
