Job description

Title: Budget Analyst / Budget Administrator
Location: Memphis, TN โ€“ Fully Onsite
Duration: 6 months
Compensation: $40-$45/ hour W2
Work Requirements: US Citizen, GC Holders or Authorized to Work in the U.S.
Skillset / Experience:
Essential Job Functions
Works under the direction of assigned manager to:
  • Prepare and coordinate the division''s Operating and Capital Improvement Budget (CIP).
  • Monitor and review administrative practices within and across all service centers to promote efficiency in all operations, including:
    • Reviewing requests for expenditures
    • Analyzing financial resources required
    • Directing management staff in preparing budgets
  • Monitor data imputed into the budget system and completed forecast/budget requests.
  • Plan and administer all service center budgets, including:
    • General fund expenditures
    • Fleet service internal service fund expenditures
  • Consult with department heads to obtain budget information and advise and instruct on the budget process.
  • Use various computer software to prepare budget presentation materials and attend budget hearings to provide answers and support documentation.
  • Review operating CIP expenditures to ensure conformance to budgetary limitations.
  • Monitor trends in spending, anticipate funding needs, and within limits, recommend transfer of funds within accounts.
  • Prepare City Council resolutions for appropriation of CIP projects.
  • Oversee financial/budgetary issues as well as information system needs for all service centers.
  • Prepare and complete special projects, including assisting in developing budgets.
  • Attend various meetings and conferences and make presentations in support of division goals.
  • Monitor and verify available funds in the financial system, including encumbered line, and audit travel expense reports to ensure compliance with the City of Memphis'' Travel Policy.

  • Performs additional functions (essential or otherwise) which may be assigned.

  • Must be able to communicate clearly both verbally and in writing.
  • Requires ability to operate general office equipment such as a computer and a telephone.
Typical Working Conditions
  • Work is performed in an office environment which involves contact with staff and management.
Minimum Qualifications
  • Bachelor''s degree in Business Administration, Finance, Accounting, or closely related field.
  • Four (4) years'' experience in administrative budget matters and/or contract preparation; or
  • Any combination of experience and training which enables one to perform the essential job functions.
  • Working experience using various computer software programs, such as Microsoft Office and Oracle, preferred.
