NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
DOF's Legal Affairs Division serves as the in-house legal department for DOF, providing professional and comprehensive legal advice and services supporting a full range of city tax and other revenue-related matters. Legal Affairs Division attorneys and staff handle various legal issues, including real property taxes and exemptions, business income and excise taxes, collections, parking violations, treasury, land registry, Conciliation Bureau conferences, FOIL, and employment law.
Within Legal Affairs, the Conciliations Unit is an independent forum at the Department of Finance, charged with resolving disputes in an informal conference setting for City business and excise taxes. Legal Affairs is seeking a Conciliations Operations Associate to assist with the operations and administrative functions of the Conciliations Unit. Reporting to the Director of Conciliations, the selected candidate's duties and responsibilities will include, but are not limited to the following:
-Oversee the Conciliations intake administrative process.
-Coordinate processing and tracking conference requests, protesting business income and excise tax deficiencies, and refund denials for tax matters handled by DOF, through the Conciliation conference process.
-Review conference requests and supporting documents, while following the unit's process.
-Create cases in the Conciliations module, using the Business Case Tracking System (BCTS). Close cases that are not timely or are otherwise not eligible for a Conciliations conference within the computer system.
-Manage incoming documents and records and assist with records requests regarding cases and matters.
-Process case assignments and schedule cases for initial conferences. Coordinate with DOF's Tax Law Legal Affairs attorneys, conciliators and outside tax practitioners and taxpayers, to handle scheduling cases.
-Review Power of Attorney (POA) documents, and submit for review during the Conciliations process, via hard copy, electronic form, or retrieved BTCS.
-Manage case holds in BCTS, and tax practitioner and taxpayer communications, regarding tax warrants. Work with DOF operating units, particularly the DOF Collections Division, to resolve issues regarding case holds and tax warrants.
-Coordinate with the NYC Tax Appeals Tribunal on case transfers. Arrange for post audit case holds when requested by the Tax Appeals Tribunal.
-Communicate with Conciliators and DOF Legal tax lawyers, and external parties on case status, scheduling and other matters as needed.
-Handle administrative and operational functions for the unit as assigned.
-Handle other administrative functions, projects, responsibilities and office duties assigned in the Legal Affairs Division.

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit representing employees serving in the civil service title.

Qualifications
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
