This leadership role is responsible for managing and overseeing transportation construction projects for public and private sector clients throughout Michigan. Responsibilities:
  • Identify prospective clients and business opportunities within MDOT, local agencies, counties, municipalities, and transportation authorities throughout Michigan.
  • Lead and support business development efforts, including client outreach, relationship management, and strategic growth initiatives.
  • Prepare and contribute to Statements of Qualifications (SOQs), Requests for Proposals (RFPs), and other marketing pursuits.
  • Recruit, develop, and manage teams of construction inspectors, office technicians, engineers, and project managers.
  • Establish and maintain strategic partnerships with clients, contractors, and teaming partners.
  • Support the acquisition and maintenance of MDOT prequalifications and certifications related to construction engineering and inspection services.
  • Direct multiple highway, bridge, and transportation infrastructure construction projects simultaneously.
  • Ensure contractor work is performed in accordance with plans, specifications, permits, and contract requirements.
  • Schedule and facilitate project meetings, including progress meetings, pre-construction conferences, material production meetings, and stakeholder/public meetings.
  • Oversee the preparation and review of pay estimates, change orders, contract modifications, claims documentation, and project records.
  • Review project documentation and field reports to ensure quality, accuracy, and compliance with agency requirements.
  • Provide technical leadership and guidance on complex construction challenges and project delivery issues.
  • Mentor and train construction inspection personnel to support professional development and succession planning.
  • Interpret contract documents and specifications to develop practical solutions to field and contractual issues.
  • Monitor staff performance and project execution to ensure compliance with contractual obligations and company standards.
  • Communicate effectively with clients, regulatory agencies, contractors, stakeholders, and the public.
  • Keep clients informed of project status, risks, and recommended corrective actions.
  • Review and develop responses to contractor correspondence, disputes, and claims.
  • Monitor project budgets, schedules, and resource allocations while proactively identifying project risks.
  • Manage internal project financial performance, including staffing, utilization, and profitability.

Qualifications:
  • Bachelor's degree in Civil Engineering, Construction Management, or a related field.
  • Professional Engineer (PE) license in Michigan preferred; ability to obtain Michigan PE registration strongly preferred.
  • Minimum of 10 years of MDOT or heavy highway/bridge construction experience, including experience serving as a Project Engineer, Construction Project Manager, or similar leadership role.
  • Strong understanding of transportation project delivery from design through construction and closeout.
  • Demonstrated experience managing construction engineering and inspection services for MDOT, county road commissions, municipalities, or other transportation agencies.
  • Proven business development and client relationship management skills.
  • Excellent leadership, team-building, conflict resolution, and communication skills.
  • Ability to effectively communicate project status, challenges, and solutions to clients, agencies, staff, and the public.
  • Experience overseeing large transportation infrastructure projects, including highway and bridge rehabilitation and reconstruction projects.
  • Familiarity with MDOT standards, specifications, construction administration procedures, and project documentation requirements.

Requirements
  • Maintain a valid driver's license with a clean motor vehicle report (MVR) for final consideration
  • Possess a personal vehicle for use on or around a job site
  • Read, write, and understand plans and directions given in the English language
  • Basic computer skills with the ability to create and edit Microsoft Word and Excel documents, create Outlook emails and utilize SharePoint and Microsoft Teams to communicate with other team members
  • Able to stand for approximately 3 hours minimum a day up to 8 hours
  • Able to traverse a construction job site consisting of uneven ground varying in height and consistency of material, with a variation of elevation 19" or less (mud, gravel, rutted ground, etc.)
  • Able to wear and operate personal fall arresting apparatus, and work at a height of 6' or higher
  • Able to wear GPI required PPE, i.e., hard hats, safety vest, work boots, and/or safety glasses/goggles while working
  • Able to move equipment or inspection specimens weighing up to 50 pounds
