Job description

POSITION SUMMARY

The Project Manager (PM) is responsible for the successful delivery of construction and mechanical services projects across Capital Brand Group's federal, state, local government, and commercial client portfolio. Operating from CBG's Beltsville, MD headquarters, the PM manages projects from award through closeout while also contributing to business development — identifying new opportunities, supporting proposals, and writing change order packages. This cross-divisional role requires versatility across facility construction, renovation, repair, and mechanical systems work, and suits a driven professional who wants to grow with the company and play an active role in winning new business.

KEY RESPONSIBILITIES

Project Planning & Execution

•     Support proposal preparation including technical approach narratives, past performance write-ups, project descriptions, staffing plans, and management narratives across both divisions.

•     Contribute pricing support and scope input to cost proposals based on field knowledge and client/ subcontractor relationships

•     Manage assigned projects from post-award kickoff through final closeout, including scope review, scheduling, budgeting, procurement, and quality verification.

•     Develop and maintain project schedules; monitor progress against milestones and take corrective action when delays arise.

•     Review contract documents, statements of work, and technical specifications to ensure CBG's work plan fully addresses all requirements before mobilization.

•     Coordinate subcontractor scopes, long-lead material procurement, and vendor deliveries to keep projects on track.

Client & Stakeholder Communication

•     Serve as CBG's primary point of contact for assigned clients throughout the project lifecycle; respond to inquiries, RFIs, and directives promptly and professionally.

•     Prepare and submit required project correspondence, status reports, submittals, and deliverables on schedule.

•     Participate in pre-construction meetings, progress meetings, and inspections as required by contract or client.

•     Cultivate strong client relationships that support CBG's performance reputation and position the company for follow-on work.

Budget, Cost Management & Change Orders

•     Track project costs against approved budgets; identify and escalate variances early to the VP of Operations.

•     Review and approve subcontractor and vendor invoices; process progress payment applications accurately and on schedule.

•     Identify changed conditions, out-of-scope work, and cost impacts in the field; document thoroughly and escalate to the VP for direction.

•     Prepare change order proposals — including written justification, scope narrative, cost breakdowns, and schedule impact — for submission to clients across government and commercial contracts.

•     When necessary, negotiate change order pricing and terms with clients and subcontractors; track all pending and executed changes through project closeout.

Field Coordination & Quality

•     Coordinate with Project Superintendents and field crews to ensure daily operations align with the approved schedule and scope.

•     Conduct periodic site visits to verify workmanship quality, safety compliance, worksite standards, and schedule progress.

•     Support resolution of field issues — RFIs, unforeseen conditions, subcontractor conflicts — with minimal disruption to schedule.

•     Ensure all required inspections, testing, and closeout documentation are completed and submitted per contract requirements.

Compliance & Documentation

•     Maintain complete and organized project files including contracts, submittals, correspondence, permits, schedules, and closeout documents.

•     Ensure compliance with applicable federal, state, and local regulations, contract-specific requirements, and CBG internal procedures.

•     Support certified payroll, SBA reporting, subcontracting plans, and other contract compliance deliverables as required.

QUALIFICATIONS

Required

•     Bachelor's degree in Construction Management, Engineering, Business, or a related field; equivalent experience considered in lieu of degree.

•     3–5 years of project management experience in construction, mechanical services, or facilities management.

•     Demonstrated ability to manage multiple projects simultaneously across different client types and contract vehicles.

•     Strong written communication skills; ability to produce professional proposals, change order narratives, and client correspondence independently.

•     Proficiency in Microsoft Office Suite; working knowledge of Microsoft Project or equivalent scheduling tool.

•     Valid driver's license and ability to travel to project sites as required.

Preferred

•     Experience with federal government contracting (FAR/DFARS, SBA 8(a), certified payroll, subcontracting plans).

•     Familiarity with SAM.gov opportunity identification and federal proposal preparation.

•     Experience pricing and writing change order proposals on government or commercial construction contracts.

•     Familiarity with construction estimating tools (RSMeans, e4Clicks, Procore, or similar).

•     PMP certification or active pursuit; OSHA 10-Hour Construction certification.
