Responsibilities:
  • Conducts data analytics and data mining involving requirements, complex budget and manpower resource data contained in the Intelligence Planning, Programming, Budgeting and Evaluation (IPPBE) and Planning, Programming, Budgeting and Execution (PPBE) systems. Oversees, tracks, and analyzes data from various database position changes for historical trends, and variances to recommend corrective or supportive actions as necessary. Responsible for the Army's Program Objective Memorandum (POM) MIP submission from the classified CPROBE into the OSD Select & Native Programming (SNaP) Data Input System to build the Army's MIP Congressional Justification Book (CJB). Ensures financial and manpower data is accurate in budget exhibits within the Army's CJB and the Battlespace Awareness Portfolio briefing. Represents the Army Intelligence Security Enterprise in multiple fora with ARSTAF, Program Managers in the Intelligence Community and with OSD. 
  • Maintains the integration of all managed intelligence and security resources into Army and OSD systems and databases. Coordinates and synthesizes financial and management data to interpret the composite financial results of operations. Ensure data products are accurate and presentable both inside the Army and to outside organizations. Research resourcing errors in OSD and multiple National Databases and proposes corrective action. Ensuring resource changes are reflected in a timely manner and in compliance with guidance and standards. 
  • Develop reporting and metric methodologies for use in tracking and monitoring financial resourcing. Ensures that performance systems are measurable and designed to improve overall organization effectiveness and efficiency. Develops, analyzes, submits, and executes short, mid and long-range, multi-year intelligence data requests supporting senior leader decision cycles. Develop methodologies to inform resource allocations across disparate databases. Ensures Army resources remain compliant with changes to fiscal guidance. 
  • Establishes and maintains effective working relationships with individuals at various levels of intelligence organizations, Defense Agencies, DoD, and ARSTAF. Contacts are for the purpose of giving or obtaining information on non-routine problems requiring not only explanation or interpreting of facts but also discussion of impact, to gain concurrence, cooperation, or to persuade to a course of action. Incumbent demonstrates poise and exceptional communication abilities and interpersonal skills necessary to deal with organizational or functional opposition, competing objectives and conflicting resource priorities. 
  • Works under the broad administrative direction of the Chief, Programs Division who sets overall objectives. The employee and supervisor work together to develop timelines, establish priorities and define objectives. With a delegated degree of independence is responsible for planning and carrying out assignments associated with data analytics and data mining of intelligence resources. Analyzes raw data to help optimize senior leaders understanding of the resources when making strategically guided decisions. 
  • Demonstrate proven personal & professional skills to establish and maintain effective working relationships with senior level (typically 0-5/GG-14 and 0-6/GG-15 levels) decision-makers representing Army HQ, MACOMs and field units, Intelligence Community, OSD, other Services, and other Defense Agencies. 
Qualifications:
  • Knowledge in all areas of planning, programming, budgeting, and budget execution under IPPBE system and/or Army PPBE process. 
  • Knowledge in providing enterprise data analytics solutions for the design, analysis and delivery of capabilities for dashboard visualizations, interfaces, web services and other types of data exchanges. 
  • Knowledge of a wide range of methods and techniques used in data analysis studies to enable the presentation of data to senior leaders within the decision cycle of the PPBE. 
  • Knowledge of HQDA ODCS G-2 goals, objectives and programs, missions, and functions to perform comprehensive studies, analyses, and reports. 
  • Skilled in establishing and maintaining effective working relationships with all levels of key management officials, and in making oral and written presentations in a clear and concise manner to layout the programmatic landscape both for reporting and decision purposes. 
  • In-depth knowledge of how the Army runs financial and programmatic data analytics methodologies. The incumbent must analyze, identify, and present complex programs involving multiple data sets and various classification levels and interpret the data on a capabilities level. 
  • Broad understanding of organization and processes involved in formulation of strategic policies within the framework of the Army, Department of Defense and other federal agencies. 
  • Skilled in analyzing conflicting data and summarizing recommendations or initiative changes considering various points of view and specifying the reasons for acceptance or rejection. 
  • Independently utilizes seasoned judgment, historical knowledge, and innovation to determine most effective way of collecting and presenting Army intelligence and security resources. 
  • Demonstrate proven personal & professional skills to establish and maintain effective working relationships with senior level (typically 0-5/GG-14 and 0-6/GG-15 levels) decision-makers representing Army HQ, MACOMs and field units, Intelligence Community, OSD, other Services, and other Defense Agencies. 
  • Experience with programming and budget analysis. 
  • Minimum Experience: Twelve (12) years serving as a Program Analyst within HQDA, or other closely related DoW agency within two (2) years of assuming this position.
