Credence has an immediate opening for a highly motivated, hands-on, detail-oriented Proposal Manager with proven proposal management and writing expertise supporting technical and software development solution-based proposals within the Federal sector.

The ideal candidate will have demonstrated proposal support experience in two or more (2+) of Credence's technical disciplines, including Application Development, AI/ML, Data Analytics and Tracking, Cloud Hosting, Systems Infrastructure, Cybersecurity, and related areas.

The successful candidate will enjoy working both independently and as part of a dynamic proposal team supporting small- to large-scale Federal proposals. Candidates should be experienced and comfortable taking on any or all aspects of the proposal development process as needed, including copy editing, word processing, developing proposal outlines and templates, coordinating proposal reviews, and other proposal production activities.

Requirements

The responsibility of the Proposal Manager is to lead proposal team processes and facilitate SME collaboration and support personnel for solution storyboarding, proposal development, writing, coordination, and production activities.

Candidates must possess the following skills and experience: 

  • Demonstrated experience managing and writing small- to large-scale strategic proposals to primarily Federal government agencies, both independently (completing all elements to include storyboarding, facilitation of SME solution development, copy editing, word processing, template formatting, etc.) and as part of a proposal team (managing technical writers, book bosses, etc.).
  • Must have been responsible for managing and executing scorecard-based proposal plans and strategies to include documentation highlights and tags to substantiate points claimed, and experience summaries.
  • Must have the ability to lead or assist SMEs in the technical approach storyboarding, solutioning and writing processes, making sure a solution coincides with the win themes, solution strengths, customer challenges, and market research.
  • Must be an accomplished writer with in-depth experience creating proposal related documents, i.e., compliance matrices, win theme/strength/capability matrices, proposal outlines, schedules, proposal related questions, storyboards, color review documents, final proposal documents, white papers and oral presentation materials.
  • Must be a superior communication with facilitation skills, and the proven ability to communicate and manage deliverables from a diverse team of subcontractor and internal technical and management personnel.
  • Must have demonstrated experience with writing and editing technical approach volumes, ideally for technology-based proposals with input from SMEs, Architects and Engineers
  • Must have experience leading and writing various proposal volumes, including technical, management, staffing, past performance, QA/QC, and resumes.
  • Demonstrated ability to develop and implement structured, repeatable proposal processes based on industry best practices.
  • Knowledge of, or willingness to learn, Federal government proposal pricing development.
  • Ability to manage quick task order responses for existing IDIQ contracts, with as little as a 7- or 10-day turnaround for deadlines.

Salary Range: $120,000.00 to $140,000.00 annually. Actual compensation will be determined based on the selected candidate's experience, education, skills, and overall qualifications.


Qualifications:

  • 5+ years of relevant experience in proposal management, writing, and facilitation of solution-based responses to Federal Government RFPs, RFQs, FOPRs, White Papers etc.
  • 5+ years of experience working with and guiding technical SMEs to storyboard and develop solutions.
  • Experience and working knowledge of managing and executing scorecard-based proposals.
  • Working knowledge of the use of AI tools to support content research and proposal development.
  • Bachelor's degree is required, and a Master's degree is a preferred (Concentration preferred: English, Writing, Communications, etc.).
  • Highly detail-oriented with excellent writing skills and the ability to understand technology and solution-based concepts.
  • Strong interpersonal skills.
  • Strong understanding of Adobe PDF file manipulation and MS Office Suite (Word, Excel, and PowerPoint).
  • Strong ability to work with and format Word and PowerPoint templates.
  • U.S. citizenship is required.
