Summary:
We are hiring a Property Book Manager (Material Coordinator) to support the WRAIR contract in Silver Spring, Maryland. This position will oversee the management of computerized property book, documents, and register within DMLSS. This position requires knowledge of, major assemblies, sub-assemblies, components, materials and production processes to coordinate the provisioning of materials to facilitate the Disposition of Army property at DLA Disposition services (formerly DRMO).
Responsibilities
Essential Job Functions:
  • Coordinating and monitoring the requisitioning of consumable and repairable assets while scheduling and setting priorities to ensure proper accountability of equipment and supplies.
  • Coordinating directly with various production and supply personnel to determine the relative order of requisitioning material as required based upon order to receipt time, number of items required, special tools required, and expected date of execution while expediting and tracking the flow of materials, parts, assemblies, tools and equipment.
  • Reviewing production schedules, full kit lists, stock positions, etc., and communicating with supervisors to determine materials required while keeping them abreast of, back ordered, overdue and long lead time parts that would delay or hinder the production schedule.
  • Using historical data, scheduled changes to the PDM process and information from shop personnel to forecast future material requirements.
  • Monitoring and controlling movement of material and parts utilizing, AMMIS, ALMIS, barcode tracking software in conjunction with barcode scanning peripherals, as well as the Automated Tool Inventory Control and Tracking System (ATICTS) to ensure a correct bill of material for direct specific work orders and traceability of tools and equipment used on such work orders.
  • Prepare and coordinate disposition and redistribution of excess supplies and equipment.
  • Utilize DMLSS to administratively receive equipment on property book and build acceptance packages to be routed through appropriate offices for technical evaluations/acceptance inspections.
  • Coordinate inventory dates and file required documentation, such as property passes, custodian action list, and inventory activities. File and maintain excess property documentation and accountable property custodian appointment/termination records for accountable property.
  • Receipting for all material received and store the material in designated areas utilizing material handling equipment such as pallet jacks, forklifts and small trucks.
  • Assist Government Accountable Property Officer as required.

Qualifications
Necessary Skills and Knowledge:
  • Proficient personal computer skills to include a strong working knowledge of standard Microsoft Office suite office products; emphasis on Microsoft Word and Microsoft Excel.
  • Able to perform simple internet searches pertaining to the tracking of incoming parts and materials shipments.
  • Working knowledge of governing supply systems, programs, policies, nomenclature, work methods, manuals, or other established guidelines.
  • Analytical ability to define or recognize the dimension of the problems involved, to collect the necessary data to establish the facts, and take or recommend action based upon application or interpretation of established guidelines.
  • An understanding of the needs of the organization service.
  • Tracks tasks/events/issues to include personnel status.
  • Ability to work cross-functionally (internally) and/or (externally).
  • Strong English language skills (both written and verbal).

Minimum Qualifications:
  • Minimum of one year experience using Asset Logistics Management Information System (ALMIS and/or AMMIS standard inventory and information systems.
  • Have a valid Driver's License.
  • Licensed and capable of operating lifting and material handling equipment to include forklifts, hand carts, and pallet jacks.
  • Ability to lift and carry items that weigh about twenty-three (23) kilograms (fifty (50) pounds) with mechanical lifting devices or assistance from other workers.
  • Minimum three (3) years of related logistics, supply, or property management experience.
  • Experience supporting Government entities; Department of Army or DoD experience preferred.
  • Ability to work with DMLSS and other Government logistics systems.
  • Proficiency in Microsoft Word and Excel.
  • Ability to obtain and maintain a NACI clearance and CAC.
  • Ability to pass NCIC investigation and credit check in accordance with federal and contractual requirements.
  • Ability to pass a background check and pre-employment drug screening.

Preferred Qualifications:
  • Previous experience in using computers as part of a military or civilian retail / store / warehouse environment.
  • Strong analytical and problem-solving skills.
  • Ability to interpret and apply written, oral, and procedural guidance.
  • Excellent customer service skills.

Pay and Benefits
The hourly range for this position is $27.45 to $28.45.
