Position Overview: ZenPoint Solutions is seeking an IT Strategic Planning Analyst to join our contractor team supporting a federal client’s enterprise technology program. The analyst produces analysis, draft documentation, and decision-support materials that Government leaders rely on when setting technology direction. The role requires extensive research, analytical rigor, and documentation, including options papers, draft strategy and governance artifacts, investment and cost analyses, roadmap models, and performance reporting. Work products are advisory and are delivered to the Government for review, decision, and adoption. The client retains all decision authority. This role suits an individual who takes real satisfaction in enabling faster, clearer, and better informed decisions. This position reports to the Principal Strategic Advisor & Delivery Lead.


Key Responsibilities:

  • Research and draft content for the client’s multi-year technology strategy documents and periodic updates, presenting options and supporting analysis for Government review and decision.
  • Analyze federal IT policy and oversight requirements (FITARA, OMB Circular A-11, and applicable OMB guidance) and prepare plain-language summaries, impact assessments, and draft approaches for Government consideration.
  • Provide analytic support to Capital Planning and Investment Control (CPIC) processes, including portfolio data analysis, draft business case content, and preparation of draft reporting materials for Government review and submission.
  • Compile and maintain IT cost transparency and consumption reporting so Government stakeholders can see what enterprise services cost and how usage is trending.
  • Assemble governance body materials: agendas, read-aheads, briefing decks, draft decision papers, and minutes; maintain the decision and action log at the Government’s direction.
  • Recommend candidate performance measures and build the reporting that allows Government leaders to track adoption, service health, and delivery progress.
  • Perform current-state and target-state analysis across the technology portfolio; document gaps and lay out sequencing alternatives with tradeoffs for Government decision.
  • Apply Government-approved criteria to evaluate incoming requests from component organizations and prepare prioritization and roadmap analysis for Government decision-makers.
  • Draft charters, standards, operating models, procedures, and policy documentation for Government review and adoption.
  • Facilitate and document working sessions with Government stakeholders and component representatives; capture outcomes and follow-on actions in concise written products.
  • Identify and track risks, dependencies, and assumptions; prepare mitigation recommendations for Government consideration.
  • Produce recurring contract deliverables on the program’s established cadence and in accordance with the deliverable schedule.
Requirements:

Required Qualifications:

  • Candidate must be a United States Citizen and present proof of Citizenship, if selected
  • Bachelor’s degree in information technology, business, public administration, or a related field. Additional relevant experience may be substituted for the degree requirement.
  • Minimum of five (5) years of professional experience in IT strategic planning, IT governance, IT portfolio management, or management consulting delivered in support of a federal client.
  • Demonstrated experience producing executive-level written products – strategy documents, options and decision papers, and briefing materials – delivered to senior Government stakeholders as contract deliverables.
  • Working knowledge of federal IT oversight frameworks, including FITARA, OMB Circular A-11, and Capital Planning and Investment Control (CPIC) / IT Investment Management (ITIM).
  • Experience developing performance measures and translating quantitative and qualitative data into decision-ready analysis and recommendations.
  • Knowledge of enterprise platforms and solutions, such as ServiceNow, Salesforce, and Palantir.
  • Sound judgment about the boundary between contractor advisory support and Government decision-making, and demonstrated comfort operating within it.
  • Proficiency with Microsoft 365 (Word, Excel, PowerPoint, Teams) and modern collaboration or work management tooling.
  • Excellent written and verbal communication skills, with the ability to write clearly for a non-technical audience.
  • Ability to work independently, manage competing priorities, and deliver under tight deadlines.


Preferred Qualifications:

  • Prior experience supporting a federal civilian, foreign affairs, or national security agency.
  • Experience in environments using commercial SaaS or low-code enterprise platforms hosted in a government cloud – such as ServiceNow, Salesforce, and/or Palantir.
  • Familiarity with IT cost transparency practices, including cost allocation and consumption-based reporting.
  • Familiarity with current federal guidance on emerging technology governance.
  • Experience supporting a newly established office, program management office, or shared service organization.
  • Agile delivery experience and/or a current certification such as CSM, PSM, PMP, or an ICAgile credential.
  • Experience building reports and visualizations in Tableau or Power BI.
  • Familiarity with enterprise architecture practice and reference models.


Compensation: The salary range for this position is $120,000 - $140,000 and will be commensurate with experience.
